FTC Human Resources Generalist (Benefits Assistant)
Description

Grey Street Consulting, LLC (Grey Street), a leading small business provider of professional services to Federal civilian and defense agencies, is seeking to hire a Human Resources (HR) Generalist to provide Benefits and Retirement Administration (preparing estimates, providing retirement counseling, processing retirement packages) and HR Processing and Staffing (processing personnel actions, conducting new employee orientation, processing benefits actions) to the Federal Trade Commission (FTC), Human Capital Management Office located in NW, Washington, DC. This position is contingent upon award.

Essential Duties and Responsibilities  

Benefits and Retirement Administration Support (Primary Focus)  

The HR Generalist shall support agency benefits, work-life, and retirement programs, including FEHB, FEGLI, TSP, EAP, telework, and other related services. Duties include:  

  • Promoting and supporting wellness and work-life programs  
  • Triaging incoming benefits inquiries and directing complex matters to Benefits Specialists  
  • Supporting open season activities, seminars, and workforce engagement events  
  • Providing basic benefits counseling to employees (as clarified: informational guidance only;  
  • in-depth counseling is performed by FTC Benefits Specialists)  
  • Reviewing and processing FEHB, FEGLI, TSP, and related benefit forms  
  • Communicating with OPM, DFAS, insurance carriers, payroll providers, and other agencies  
  • as necessary  
  • Requesting military service documentation and providing deposit/redeposit information using  
  • FTC-provided calculation tools  
  • Calculating redeposit service, FICA, and military deposits  
  • Compiling and verifying employee service histories for retirement purposes  
  • Delivering benefits-related briefings during new-hire orientation  
  • Maintaining and updating benefits-related systems (e.g., e-Comp, FHR Navigator, FPPS)  
  • Maintaining complete, accurate, and timely records of all benefits activities 

 

HR Processing and Staffing Support (Secondary Focus)  

The HR Generalist shall also support HR Processing and Staffing functions by performing  

technical and administrative tasks, including:  

  • Coding and processing personnel and payroll actions in FPPS within required timeframes  
  • Preparing pre-appointment packages and assisting with new-hire in-processing  
  • Extending tentative and official job offers as directed  
  • Reviewing personnel and payroll forms for accuracy and completeness  
  • Requesting, uploading, and maintaining eOPF records; converting paper files to electronic records  
  • Auditing personnel records to ensure accuracy and policy compliance  
  • Processing leave transfers for incoming and current employees  
  • Providing customer service regarding HR systems, processes, and procedures  
  • Identifying and correcting HR processing errors  
  • Tracking commemorative awards and maintaining award-related files and logs  
  • Coordinating and conducting new employee orientation  
  • Responding promptly to employee and management inquiries  
  • Maintaining complete documentation of all HR processing activities  

 

General Expectations and Operational Requirements  

The HR Generalist shall: 

  • Deliver high-quality, accurate, and timely support across all assigned duties  
  • Adhere to applicable federal regulations, agency policies, and privacy/PII requirements  
  • Provide courteous, professional customer service to employees, managers, and stakeholders  
  • Maintain organized, complete, and audit-ready documentation for all activities  
  • Collaborate effectively with HCMO personnel and escalate complex issues appropriately  
  • Be flexible in shifting between benefits and HR processing work based on workload demand  
  • Utilize government systems, tools, and templates in accordance with guidance provided 
Requirements

Job Requirements and Experience  

  • High school diploma (per Government confirmation)  
  • 3 years of relevant experience in federal HR processing or benefits  
  • Ability to process forms, maintain records, calculate retirement service, and use FPPS and  
  • benefits systems  

 

ADA Requirements  

  • Operate a PC and phone in an office environment. 
  • Work in a primarily sedentary position.  
  • Perform some bending, light lifting, and carrying of equipment may be required. 
  • Any additional office equipment that is required by the position.
