Description

Loch Harbour Group (LHG) is seeking an experienced Senior Test & Evaluation (T&E) Policy Subject Matter Expert (SME) to support a Department of Defense (DoD) customer by providing strategic expertise in the development, implementation, and modernization of Test and Evaluation (T&E) policy. The successful candidate will support policy initiatives across the DoD acquisition enterprise, ensuring T&E guidance aligns with evolving acquisition pathways, emerging technologies, and mission requirements. This position is in-person role.

  

Key Responsibilities

  • Develop, review, and recommend updates to Department of Defense (DoD) Test and Evaluation policies, guidance, and strategic initiatives.
  • Develop and align T&E policy across the DoD's six acquisition pathways.
  • Recommend and draft revisions to DoD and Military Service instructions, manuals, directives, and guidance governing Test and Evaluation strategy and policy.
  • Develop policy addressing emerging technologies and mission areas, including:
    • Cybersecurity
    • Foreign Military Sales (FMS)
    • Directed Energy Weapons
    • Modeling and Simulation
    • Digital Engineering
    • Machine Learning and Artificial Intelligence (AI)
    • Data and Knowledge Management
    • Agile Software Development
    • DevSecOps
  • Support the publication and maintenance of T&E policy documents, white papers, newsletters, and other official communications.
  • Facilitate meetings, working groups, and executive-level discussions related to T&E strategy, planning, and policy.
  • Document  meeting outcomes, action items, and policy recommendations.
  • Coordinate with government stakeholders, program offices, and technical subject  matter experts to ensure policy consistency and compliance.
  • Prepare executive briefings, technical reports, and decision support materials.
  • Support special studies, policy assessments, and strategic planning initiatives.
Requirements


  • Master's degree in Engineering, Science, Mathematics, or another STEM-related field preferred (Bachelor's degree with additional relevant experience may be considered).
  • Minimum 15 years of relevant professional experience in Test and Evaluation, defense acquisition, systems engineering, or related disciplines.
  • Within  the past 10 years, demonstrated experience in:
    • Developing and aligning Test and Evaluation policy with the DoD's six acquisition pathways.
    • Drafting and recommending revisions to DoD and Military Service T&E instructions, manuals, directives, and policy guidance.
    • Developing  T&E policy supporting emerging technologies and acquisition modernization initiatives.
    • Publishing T&E policy documents, newsletters, technical guidance, and official communications.
    • Facilitating and documenting meetings involving T&E strategy, planning, and policy development.
  • Strong understanding of the Defense Acquisition System and DoD Test and Evaluation processes.
  • Excellent written, verbal, and presentation communication skills.
  • Active Top Secret Security Clearance.

Preferred Qualifications

  • Experience supporting the Office of the Secretary of Defense (OSD), Department of Defense, or Military Service Headquarters.
  • Familiarity with DoD Instruction (DoDI) 5000 series acquisition policies and T&E  governance.
  • Knowledge of systems engineering, digital transformation, and defense modernization initiatives.
  • Experience supporting executive-level policy development and strategic planning efforts.
  • Project Management Professional (PMP), DAWIA, or Defense Acquisition Workforce certifications are a plus.
  • Experience supporting cross-functional teams in highly visible federal programs.
