Property Manager
Description

YWCA Dayton, a 24-hour organization dedicated to the elimination of racism and the empowerment of women, seeks an experienced Property Manager to oversee the daily operations of its affordable housing community. This exempt position exercises independent judgment in managing property operations, LIHTC and HUD compliance, leasing administration, resident relations, financial performance, and facilities oversight.


The Property Manager is responsible for a four-floor residential community and serves as the primary leader for affordable housing operations while ensuring compliance, maintaining occupancy, and supporting resident stability.


PRIMARY RESPONSIBILITIES:

Property Operations

  • Manage daily operations of the four-floor residential property.
  • Coordinate maintenance, inspections, vendors, and preventive maintenance.
  • Ensure resident safety and building security.

Affordable Housing Compliance

  • Maintain compliance with LIHTC, HUD, Fair Housing, ADA, VAWA, and Ohio landlord-tenant law.
  • Complete certifications, recertifications, and maintain audit-ready files.

Leasing Administration

  • Oversee applications, eligibility, lease execution, renewals, move-ins, move-outs, waitlists, and occupancy goals.

Lease Enforcement

  • Administer lease violations, notices, documentation, and corrective actions while partnering with resident services.

Financial Management

  • Collect rent, monitor delinquency, assist with budgeting, invoices, and monthly reports.

Leadership

  • Supervise assigned staff/vendors and prepare reports for leadership.

EDUCATION & EXPERIENCE:

  • Bachelor's degree in a related field or equivalent experience.
  • 3–5 years of affordable housing/property management experience.
  • Experience with LIHTC and HUD housing programs required.
  • Experience with lease administration, occupancy management, compliance audits, and violation enforcement required.
  • Supervisory experience preferred.
  • Preferred Certifications: HCCP, COS, TCS, CAM, CPM


WORKING CONDIDTIONS & PHYSICAL REQUIREMENTS

  • Exempt position with occasional evenings/weekends.
  • Frequent walking throughout a four-floor facility.
  • Must be able to inspect residential units and lift up to 25 pounds.
