Primary purpose:
Provides strategic delivery leadership and Agile execution oversight for the National Electronic Disease Surveillance System Base System (NBS) modernization portfolio. Serves as a senior strategic advisor and Scrum Master supporting multiple modernization workstreams by facilitating Agile delivery, coordinating cross-team execution, managing dependencies and risks, and ensuring modernization activities align with the Centers for Disease Control and Prevention’s (CDC) priorities, product roadmaps, and program objectives. Partners with the client, solution architects, engineering leads, public health informatics and epidemiology subject matter experts, and program leadership to ensure modernization initiatives effectively support disease surveillance, case investigation, interoperability, and public health reporting.
A successful candidate will do the following:
- Provide strategic delivery leadership across NBS modernization initiatives, ensuring technical execution aligns with CDC modernization priorities, program objectives, and public health mission needs
- Coordinate delivery across multiple Agile teams, proactively managing cross-team dependencies, risks, resource constraints, and competing priorities, and release readiness activities to support successful roadmap execution
- Serve as Scrum Master for modernization teams by facilitating Agile ceremonies, supporting backlog management, removing impediments, and promoting effective team execution and continuous delivery
- Monitor delivery health using Agile metrics and program performance indicators, providing leadership with status updates, risk assessments, and recommendations to improve predictability, quality, and delivery outcomes
- Facilitate collaboration among CDC stakeholders, jurisdictional partners, technical teams, and public health subject matter experts to ensure modernization efforts support evolving surveillance workflows, interoperability requirements, and operational priorities
- Drive continuous improvement across delivery processes, governance practices, release management activities, and Agile execution through data-driven recommendations and team feedback
- Mentor Scrum Masters, project and product managers, and technical leads to strengthen Agile maturity, delivery excellence, and organizational effectiveness
- Support modernization planning, transition activities, and strategic process improvement initiatives that contribute to long-term program success
- Coordinate and facilitate delivery activities across CDC, jurisdictional partners, multidisciplinary teams, and public health subject matter experts to ensure modernization initiatives align with evolving surveillance workflows, interoperability standards, and operational priorities
- Bachelor’s degree in Computer Science, Information Systems, Public Health Informatics, Engineering, Business, or related discipline
- Minimum of five years of progressively responsible experience leading large-scale software development or health IT modernization programs
- Experience supporting CDC programs or other federal public health modernization initiatives
- Demonstrated knowledge and experience with:
National public health surveillance systems (i.e., National Notifiable Diseases Surveillance System [NNDSS], NBS) including event reporting and investigation
Translating epidemiologic and surveillance workflows into business requirements, functional specifications, user stories, or system requirements
- Experience supporting public health surveillance modernization initiatives involving communicable disease surveillance, case management, or public health data exchange
- Professional Scrum Master (PSM I or higher), Certified Scrum Professional (CSP), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM), or equivalent Agile delivery certification
- Demonstrated experience leading delivery across multiple concurrent Agile teams and managing cross-team dependencies
- Ability to complete and maintain a federal-government Position of Public Trust Level 5 background investigation
Preferred qualifications:
- Experience leading Agile delivery for cloud-native modernization initiatives
- Experience coordinating delivery across cross-functional teams including engineering, product management, quality assurance, DevSecOps, and public health subject matter experts
- Demonstrated ability to build consensus and facilitate collaboration among technical teams, public health stakeholders, and executive leadership
- Experience supporting large-scale public health surveillance modernization programs involving interoperability, data exchange, or health information systems
