Position Overview
Reporting to the Human Resources Manager, the Recruitment Manager is responsible for leading the Agency's talent acquisition strategy and overseeing all recruitment and onboarding activities. This role develops and implements innovative recruiting initiatives that attract, engage, and retain a diverse, highly qualified workforce while ensuring a positive candidate experience.
The Recruitment Manager partners with organizational leaders to forecast workforce needs, improve hiring processes, develop recruitment metrics, and ensure compliance with employment laws and Agency policies.

- Leads all phases of the recruitment lifecycle from workforce planning through onboarding.
- Establishes recruitment goals and monitors progress toward hiring objectives to ensure we are meeting and achieving KPI’s.
- Develops innovative sourcing strategies to build diverse talent pipelines for current and future workforce needs.
- Develops, implements, and continuously improves the Agency's talent acquisition strategy, recruitment workflows, and sourcing processes using recruitment analytics and best practices.
- Leads recruitment marketing and employer branding initiatives in partnership with Human Resources and Communications, including social media, career fairs, community partnerships, and recruitment campaigns.
- Partners with department leaders to develop workforce recruitment plans and serve as the primary talent acquisition advisor by coaching hiring managers on interviewing techniques, hiring best practices, and employment law compliance.
- Monitors recruitment metrics/KPI’s (including time-to-fill, time-to-hire, source effectiveness, cost-per-hire, candidate experience, offer acceptance rate, and vacancy trends), analyzes results to identify improvement opportunities, and provides regular dashboards and strategic reports to senior leadership.
- Oversees job postings and recruitment advertising to maximize candidate reach.
- Oversees all phases of the hiring process, including interview coordination, candidate selection, employment offers, negotiations, onboarding, and completion of pre-employment requirements. Participates in interviews for leadership and difficult-to-fill positions as needed.
- Ensures job descriptions accurately reflect organizational needs and current responsibilities.
- Reviews candidate qualifications and ensures consistent, equitable selection practices.
- Maintains accurate recruitment documentation within the HCM Recruitment module.
- Builds collaborative relationships across departments to improve hiring outcomes.
- Ensures recruitment activities comply with federal and state employment laws, Equal Employment Opportunity (EEO) requirements, and Agency policies.
- Maintains confidentiality of employee and applicant information.

Work Environment
This is a full-time, primarily remote position with the expectation of work in the office at least once per month, as needed.
Expected Hours of Work
The employee will be scheduled to work 40 hours per week. Schedule to be determined based on Agency and department needs.
Minimum Qualifications and Requirements
Bachelor’s degree in Human Resources, or related field, or equivalent work experience
Five to seven years of progressive talent acquisition experience, including leadership or supervisory responsibilities.
Experience developing recruitment strategies, workforce planning, and recruitment analytics.
Strong knowledge of employment laws, recruitment best practices, and applicant tracking systems.
