Summary of Essential Job Functions:
Provide direction, consultation, training and dissemination of human resources related information to management,
staff and Board. This information includes wage and hour laws, civil rights laws, worker's compensation, Occupational
Safety & Health Admin
Research, interpret, revise and create workplace policies and procedures related to HR practices. Maintain current
knowledge of latest employment law decisions and standards to meet compliance. Attend training as needed to
ensure knowledge base.
Prepare job descriptions to meet organizational recruitment, ADA and salary administration needs.
Provide oversight for all hires, transfers and terminations of employees.
Administer leaves of absence (i.e. unpaid, family medical, worker's compensation, FCA, OFLA, deployment, military,
etc.), tracking time and compliance with necessary documentation.
Oversee employee relations and grievance issues through providing guidance on consistent application of policies
and/or decisions.
Facilitate discipline and termination procedures.
Oversee performance management issues or concerns. Working with managers to ensure consistent practices and
GOBHI is following state, federal and internal policies and procedures.
Supervise recruitment efforts for hiring process. Oversee recruitment, selection, assignment, and record-keeping.
Oversee development and revision of compensation policy and practice using industry standards and market data to
guide these efforts.
Manage requests to wage changes, position level and new positions added. Ensure compliance with FLSA and internal
practices.
Process paperwork, compile reports, and meet needs with necessary metrics. Present material at appropriate
meetings.
Provide information to staff with questions regarding issues related to HR functions or support.
Respond to staff complaints, following conflict resolution and/or grievance procedures and other internal guidelines.
Perform necessary investigations and documentation when warranted. Provide training or present information to
staff on a variety of human resource related topics.
Monitor staff performance evaluations completion and consistency.
Oversee OSHA issues, maintain confidential incident and investigation files, process worker injury records and related
worker's compensation documentation and ensure proper dissemination of accident reports.
Develop trainer development programs and coach others involved in training efforts, providing effective growth and
development opportunities.
Coordinate with and serve as a resource for Community Mental Health Program human resource staff.
Other duties as assigned.

Education and Experience Qualifications:
Bachelor’s degree in Human Resources Management or related field
A minimum of 5 years’ demonstrated work in one or more functional areas.
Physical Demands of Position:
Position requires travel within service delivery area and some out of service area travel including overnight travel.
Physically able to lift up to 20 pounds (materials/equipment).
Effective use of computer, laptop, cell phone and other mobile devices to exchange information within remote
travel areas.
