Performs advanced protective service and administrative work safeguarding public safety by implementing and supporting fire code compliance activities, fire prevention, fire investigations, fire and life safety education, and planning, organizing, and supporting all emergency management operations and programs required by NC General Statute 166A and applicable local ordinances. Conducts routine inspections of commercial buildings and facilities to ensure compliance with the North Carolina Fire Prevention Code, reviews construction plans for adherence to federal, state, and local regulations, educates the public through community risk reduction initiatives, and related work as apparent or assigned. This position is designated as a safety sensitive position and will be subject to random drug and alcohol screenings under the Town’s Drug-Free and Alcohol-Free Workplace Policy. This position is designated as essential during emergency or disaster situations. Work is performed under the general supervision of the Fire Chief.  

Essential Job Functions

• Serves as the Fire Marshal leading and supporting all arson investigations to determine the cause, origin, and circumstance of every fire occurring within the fire district area. 
• Coordinates arson investigations with local fire departments, the NC Department of Insurance, local law enforcement, ATF, and SBI; conducts interviews, gathers evidence, prepares reports, and testifies in court, as requested. 
• Assists with plan reviews and approves site, building, and fire protection plans and systems; reviews and approves emergency response access, water mains, fire hydrant locations, and fire flow requirements for all projects and structures as part of the Technical Review Committee. 
• Directs the emergency management prevention, protection, response, and recovery efforts before, during, and after emergency disasters and events to include determining whether local, state, volunteer or federal response is necessary. 
• Monitors situational awareness, including the weather in the community and surrounding areas and related events to assist in the preparation and execution of public safety efforts. 
• Supports the maintenance of emergency response equipment to include scheduling periodic equipment testing and the pre-deployment of emergency supplies, vehicles, equipment, and personnel. 
• Develops and maintains emergency plans, procedures, policies, contacts, agreements, and contracts. 
• Organizes, controls, and evaluates disaster drills and exercises; and reviews results and makes improvements. 
• Develop and maintain collaborative relationships with local, state, and federal stakeholders to enhance coordination and support for emergency management functions within the Town. 
• Serves as the Town’s Emergency Management point of contact with County, State, and Federal Emergency Management Partners in the EOC when activated in order to support response and recovery efforts. 
• Supports, and occassionally performs, fire code inspections on new and existing buildings as referenced in the North Carolina Fire Prevention Code. 
• Formulates and administers a comprehensive fire prevention program to include the development and implementation of procedures and practices for providing fire code enforcement and public fire safety education. 
• Supports and conducts public information and education classes related to fire prevention, suppression, emergency medical services, training, and disaster preparedness program services and activities, and community risk reduction; prepares a variety of public information materials. 
• Recruits and selects department personnel; assigns, supports, trains, and inspects the work of staff; rewards, coaches, counsels, evaluates staff performance, and provides corrective action, if needed. 
• Promotes and demonstrates organizational culture, core values, and leadership philosophies consistent with, or complementary to, Town administration.  
• Adheres to policies and procedures established by the Town. 
• Performs work during emergency or disaster situations as necessary, upon request, or as assigned by the Fire Chief. 
• Performs all other duties and responsibilities as assigned. 

• Possession of an Associate/Technical degree, Bachelor’s degree preferred, with coursework in fire science, emergency management, or related field, and extensive experience (6-10 years) of an increasingly responsible nature in the fire prevention and suppression service, or equivalent combination of education and experience.  
• Possession of North Carolina Certified Fire Investigator (CFI) certification. 
• Possession of Fire Code Inspector Level III certification. 
• Possession of North Carolina Firefighter Level II certification or higher. 
• Possession of a valid NC Class B driver’s license within twelve (12) months of hire. 
• Possession of IFSAC or ProBoard Firefighter, Fire Officer III, Fire Instructor II, Community Risk Reduction or Fire & Life Safety. 
• Possession of NC or IAAI Fire Investigation Technician certification. 
• Possession of NC Emergency Vehicle Driver certification within twelve (12) months of hire. 
• Possession of an NC EMT-Basic Credential or ability to obtain one within six (6) months of hire.  
• Completion of NIMS ICS 100, 200, 300, 400, 700, and 800 courses upon hire.

• Comprehensive knowledge of applicable federal, state, and local laws and codes and regulations pertaining to fire and emergency medical service operations. 
• Comprehensive knowledge of principles and practices of disaster preparedness, emergency management, and homeland security program development and administration. 
• Comprehensive knowledge of departmental policies, procedures and manual of operations of the Fire Department. 
• Comprehensive knowledge of the geography and street layout of the service districts and surrounding areas.  
• Comprehensive knowledge of principles and practices of disaster preparedness, emergency management, and homeland security program development and administration. 
• General knowledge of Brunswick County EMS protocols. 
• General knowledge of basic life support; special considerations for time sensitive emergencies, such as STEMI, trauma, and stroke; basic cardiac arrest care. 
• Ability to operate in extremely dangerous scenarios and life and death environments that potentially expose the individual to great bodily harm or death. 
• Ability to perform professionally and successfully in dynamic, highly stressful situations. 
• Ability to communicate effectively, both orally and in writing. 
• Ability to prepare and maintain accurate and detailed records.

• Ability to establish and maintain effective working relationships with other Town departments, medical personnel, law enforcement, outside agencies, and the general public.
