Heartline Staffing, in partnership with Purple Cow Recruiting, is seeking an experienced Human Resources Manager for a full-time, on-site leadership opportunity in Rochester, Minnesota. This position is ideal for an accomplished HR professional with significant experience in employee relations, recruiting, HR compliance, and direct people management who is comfortable serving as a trusted resource to both employees and organizational leaders.
POSITION OVERVIEW
The Human Resources Manager leads employee relations and recruiting activities while helping ensure compliance with organizational policies, procedures, and applicable federal and state employment regulations. This position directly manages HR Administrators and Generalists and plays an active role in HR operations, policy development, recruiting, employee counseling, disciplinary actions, training, audits, legal matters, and continuous improvement.
This is a hands-on HR leadership position requiring the ability to balance day-to-day employee needs with broader organizational priorities. The HR Manager will work closely with leaders and employees at all levels while handling sensitive and business-critical matters with professionalism, discretion, and independent judgment.

EMPLOYEE RELATIONS & HR LEADERSHIP
• Lead employee relations activities and promote fair and consistent HR practices
• Serve as an HR resource to leaders and managers regarding employee issues
• Serve as a resource to employees throughout the organization
• Counsel employees and provide recommendations for resolving workplace conflicts
• Support performance management and employee-relations matters
• Recommend and perform disciplinary actions, up to and including termination
• Handle sensitive and business-critical issues with discretion and confidentiality
• Coach and mentor employees and leaders at multiple organizational levels
RECRUITING & TALENT ACQUISITION
• Lead and supervise recruiting activities
• Interview and recruit candidates
• Recommend and select new hires
• Extend employment offers
• Coordinate new-hire setup and onboarding activities
• Utilize outside recruiters, advertising, and internet-based recruiting resources when appropriate
• Help ensure recruiting practices are compliant, fair, and consistent
HR TEAM MANAGEMENT
• Manage HR Administrators and Generalists
• Establish department goals and objectives
• Coach and mentor HR staff
• Establish expectations and support employee development
• Drive HR systems and process improvements
• Collaborate with cross-functional leaders to gain support for HR initiatives and process improvements
POLICIES, COMPLIANCE & LEGAL SUPPORT
• Administer HR plans and procedures
• Assist in developing and implementing personnel policies and procedures
• Prepare and maintain employee handbook materials
• Support compliance with federal and state employment regulations
• Conduct plant tours and HR-related audits
• Conduct attendance, computer-use, and HR-record audits
• Develop responses to unemployment and other legal matters
• Attend hearings as required
• Work with in-house counsel on employment-related legal matters
• Support consistent application of HR policies and procedures
TRAINING & COMMUNICATION
• Assist with employee training and monitoring of training activities
• Support interviewing, handbook review, harassment, and other HR training
• Present HR information during employee and organizational meetings
• Communicate effectively with employees, leaders, and external stakeholders
• Work effectively across different functions, organizational levels, and backgrounds
PROCESS IMPROVEMENT & HR OPERATIONS
• Develop HR department goals, objectives, systems, and process improvements
• Use continuous-improvement principles to strengthen HR operations
• Support HR reporting and analysis
• Maintain accurate HR documentation and correspondence
• Use advanced word-processing and spreadsheet capabilities for HR activities
• Exercise independent judgment while working with minimal supervision

• Bachelor's Degree in Human Resources or Related Field PREFERRED
• Manufacturing / Industrial HR Experience Preferred
PEOPLE MANAGEMENT IS REQUIRED: This is not solely an HR Business Partner or senior individual-contributor position. Candidates must demonstrate actual leadership and people-management experience. Experience managing HR Administrators, HR Generalists, HR Coordinators, or comparable staff is highly relevant.
EMPLOYEE RELATIONS: Candidates should have meaningful hands-on responsibility for employee relations, including counseling, workplace conflict, investigations, performance management, discipline, and termination-related matters. Experience responding to unemployment or other employment-related legal matters is highly valuable.
RECRUITING: Candidates must demonstrate substantial recruiting experience, including interviewing, candidate selection, offers, onboarding, and coordination with recruiting resources or vendors when appropriate.
EDUCATION NOTE: A bachelor's degree in Human Resources or a related field is preferred, not an absolute requirement. The position allows an appropriate combination of education and experience, subject to executive management approval.
