Job Summary: 

The Commissary Manager oversees the coordination and growth of the St. Thomas More Mobile Loaves & Fishes Truck Ministry commissary, ensuring the food truck is prepared, staffed, supplied, and ready to serve neighbors experiencing homelessness with dignity and compassion. Reporting to the STM Director of Outreach and Pastoral Care, this position upholds the partnership agreement between St. Thomas More and Mobile Loaves & Fishes, ensuring all ministry operations align with MLF’s mission, standards, and expectations while collaborating with designated MLF staff.

The Commissary Manager serves as the primary coordinator of the parish's Mobile Loaves & Fishes outreach ministry and is responsible for ministry growth, volunteer engagement, operational oversight, fundraising support, partnership compliance, and stewardship of resources used to serve neighbors experiencing homelessness.

Ministerial Character

The Pastor is the visible principle and foundation of unity in the parish of St. Thomas More Catholic Church which the Bishop has entrusted to him. He makes Christ’s mission present and enduring in the parish. In order to fulfill his mission, the Pastor employs suitable, chosen collaborators (clerics, religious, or lay people). He entrusts various responsibilities to them.

Positions employed at St. Thomas More Catholic Church help to extend the ministry of the Pastor in particular ways as outlined in the job description. Therefore, the employee in this position is connected to and assists the Pastor in the performance of his ministry and thereby engages in ministry for the Church.

Essential Job Responsibilities: 

Ministry Leadership & Vision

· Lead and grow the Mobile Loaves & Fishes Truck Ministry as a mission-centered outreach ministry.

· Engage parishioners in meaningful service with neighbors experiencing homelessness.

· Foster a dignity-first culture aligned with the missions of Mobile Loaves & Fishes and St. Thomas More Catholic Church.

Volunteer Recruitment, Training & Care

· Recruit, train, schedule, and support volunteers for all areas of the commissary ministry.

· Coordinate volunteer teams, including Truck Teams, Captains, Drivers, Loading Teams, and Support Volunteers. 

· Foster an organized, welcoming, and mission-focused volunteer culture.

EIM / Compliance Oversight

· Ensure volunteers meet Diocese of Austin EIM and parish compliance requirements before serving.

· Maintain accurate compliance records and communicate training and safety requirements.

· Restrict participation for volunteers who have not completed required compliance standards.

Commissary Communication & Volunteer Support

· Manage commissary communications and respond promptly to volunteer, staff, and ministry partner inquiries. 

· Track volunteer scheduling, donations, and follow-up needs. 

· Maintain organized, welcoming, and mission-centered communication systems.

Scheduling & Weekly Operations

· Coordinate weekly truck runs, volunteer teams, food preparation, inventory, and truck scheduling.

· Ensure each truck run is fully staffed, supplied, organized, and properly documented.

· Support the growth and efficiency of ministry operations.

· Attend parish staff meetings as requested.

Inventory, Supply Management & STM Clothing Closet

· Oversee inventory, storage, and organization of food, clothing, hygiene items, and ministry supplies.

· Monitor supply levels, coordinate donations, and ensure safe food handling and inventory rotation.

· Manage the STM Clothing Closet, including volunteer coordination and distribution of donated items.

· Support efficient operations while preserving dignity and reducing waste or shortages.

Tracker / Mobile Loaves & Fishes App Coordination

· Maintain and oversee use of the MLF Tracker app, including volunteer training and route coordination.

· Communicate app updates, questions, and concerns with Mobile Loaves & Fishes staff.

MLF Partnership & Contract Stewardship

· Ensure ministry operations follow the STM and Mobile Loaves & Fishes partnership agreement, policies, and safety standards.

· Report incidents and serve as a liaison between parish leadership and MLF staff.

Fundraising & Financial Support

· Support fundraising, budgeting, and sustainable funding efforts for commissary operations, truck ministry needs, and the employee’s salary.

· Develop and implement a ministry fundraising initiative. 

· Cultivate relationships with donors, parish supporters, community partners, and sponsors.

· Assist with grant opportunities and donor stewardship activities. 

· Track fundraising outcomes and provide periodic reports to parish leadership.

· Support efforts to secure funding for ministry operations and designated ministry needs. 

· Help communicate ministry impact through parish and volunteer engagement.

Reporting & Administration

· Maintain organized ministry records and provide regular updates on volunteers, operations, compliance, inventory, and ministry growth.

· Prepare reports and participate in staff meetings and ministry planning.

Financial Stewardship

· Assist in the preparation and management of the annual ministry budget. 

· Monitor ministry expenditures and ensure spending remains within approved budget parameters.

· Coordinate purchasing and maintain appropriate financial records in accordance with parish procedures.

· Work with parish leadership to identify funding opportunities and stewardship initiatives.

Safety and Risk Management

· Ensure compliance with food safety standards, diocesan policies, and applicable local regulations.

· Maintain safe ministry practices for volunteers and ministry participants. 

Knowledge, Skills and Abilities

· Strong organizational and administrative skills.

· Ability to coordinate multiple moving pieces and priorities simultaneously.

· Strong verbal and written communication skills.

· Ability to recruit, train, supervise, and encourage volunteers.

· Ability to work independently while collaborating effectively with parish staff and ministry partners.

· Possess or be willing to obtain an active Food Manager’s Certification within the first 1–2 weeks of employment.

· Knowledge of, or willingness to learn, City of Austin permitting requirements and health regulations related to kitchen/commissary operations and mobile food retail services.

· Ability to maintain confidentiality and professionalism.

· Ability to manage schedules, inventory systems, and operational logistics.

· Ability to uphold ministry standards and partnership agreements with professionalism and care.

· Ability to foster a welcoming, compassionate, and dignity-centered ministry environment.

· Proficiency with email communication, scheduling systems, and basic computer applications.

Minimum Qualifications:

Education and Trainings:

· High school diploma or equivalent required.

· Additional education or training in ministry leadership, nonprofit management, operations, volunteer coordination, or related fields preferred.

Experience:

· Experience in volunteer coordination, ministry leadership, outreach ministry, nonprofit work, hospitality, logistics, operations, or related areas preferred.

· Experience serving individuals experiencing homelessness is helpful but not required.

Language:

· Bilingual English/Spanish preferred but not required.

Catholic Requirement:

· Preferred but not required to be a practicing Roman Catholic in good standing.

Licenses/Certifications:

· Valid Texas driver’s license.

· Must maintain compliance with the Diocese of Austin Ethics and Integrity in Ministry (EIM) policies throughout the employment period.
