The Opportunity
This is an opportunity to lead a high-visibility workforce planning and talent strategy program supporting a highly regarded federal public health agency. The role combines strategic workforce transformation consulting, program design, operational leadership, and full contract management responsibility.
You will lead the design and implementation of enterprise workforce planning, recruitment strategy, talent acquisition operations, and workforce analytics capabilities while overseeing delivery of a complex professional services contract. Working directly with senior agency leaders, you will help build the frameworks, governance structures, operating models, processes, tools, and service delivery approaches that strengthen workforce planning and talent acquisition across a large organization.
As Program Manager, you will also be responsible for overall contract performance, financial management, staffing, subcontractor coordination, quality assurance, and client satisfaction while leading a multidisciplinary team of consultants and subject matter experts.
Key Responsibilities
Program Leadership & Workforce Transformation
- Lead the Workforce Planning and Talent Strategy Staff and serve as the primary point of contact for agency leadership.
- Design, implement, and continuously improve workforce planning, recruitment strategy, and talent management operating models.
- Develop workforce planning methodologies, governance frameworks, service delivery approaches, and implementation roadmaps.
- Lead creation of workforce plans, talent acquisition strategies, workforce analytics frameworks, dashboards, executive briefings, and decision-support tools.
- Guide organizational change management, stakeholder engagement, communications, and adoption activities associated with workforce initiatives.
- Identify opportunities to improve effectiveness, efficiency, scalability, and customer service across workforce and talent acquisition functions.
Program Design & Capability Development
- Lead the development of processes, templates, tools, playbooks, standard operating procedures, governance structures, and operating frameworks that support workforce planning and talent acquisition activities.
- Establish repeatable, sustainable approaches that can be adopted and maintained by agency personnel.
- Develop performance measures, reporting frameworks, and management dashboards used to monitor program effectiveness.
- Drive continuous improvement initiatives and implementation of best practices across the program.
Contract & Financial Management
- Manage all aspects of contract performance, ensuring delivery of high-quality services that meet contractual requirements and client expectations.
- Oversee program budget management, labor planning, resource allocation, burn-rate monitoring, forecasting, and financial performance.
- Monitor contract funding, staffing utilization, and cost performance to ensure efficient execution.
- Identify, assess, and mitigate programmatic, financial, staffing, and operational risks.
- Ensure compliance with contractual requirements, quality standards, reporting requirements, and corporate policies.
Subcontractor & Team Management
- Lead and coordinate subcontractor partners to ensure integrated, high-quality service delivery.
- Manage subcontractor performance, deliverables, staffing, communication, and issue resolution.
- Foster collaboration across prime and subcontractor teams to create a unified program culture.
- Recruit, mentor, develop, and supervise consulting staff and project leads.
- Establish clear expectations, accountability mechanisms, and performance standards across the entire team.
Client Relationship Management
- Build trusted relationships with senior executives, human capital leaders, hiring managers, and other key stakeholders.
- Lead executive briefings, strategic planning discussions, governance meetings, and program reviews.
- Serve as a strategic advisor on workforce planning, talent strategy, organizational effectiveness, and program execution matters.
- Identify opportunities to expand value delivered to the client while maintaining strong program performance.
- U.S. Citizenship is required due to the requirements of the government contracts AE Strategies supports.
- Ability to work onsite three (3) days a week in Silver Spring, MD.
- Bachelor's degree required; Master's degree preferred.
- Ten (10) or more years of relevant experience in workforce planning, talent management, human capital consulting, organizational development, management consulting, or related fields.
- Demonstrated experience leading large workforce transformation, human capital, talent acquisition, or organizational effectiveness initiatives.
- Experience designing and implementing operating models, governance structures, service delivery frameworks, business processes, and organizational capabilities.
- Experience managing complex professional services contracts, including staffing, budgeting, forecasting, financial management, and performance monitoring.
- Experience managing subcontractors, vendor relationships, and distributed delivery teams.
- Experience leading multidisciplinary consulting teams and mentoring staff.
- Demonstrated success building consensus among diverse stakeholder groups and influencing senior leaders.
- Strong consulting, communication, facilitation, executive presentation, and client relationship management skills.
- Ability to balance strategic thinking with practical execution and operational discipline.
Salary Range: $145,000 - $185,000 per year, depending on experience.
