Position Summary
The Project Manager will serve as Key Personnel and provide overall management and oversight of HR Staffing Support Services supporting the U.S. Coast Guard (USCG) Civilian Human Resources Office. The Project Manager will serve as the primary point of contact for the Contracting Officer (KO) and Contracting Officer’s Representative (COR) and will oversee contractor personnel supporting classification, staffing, HR assistance, and retirement services.
- Serve as the primary contractor point of contact for the KO and COR.
- Manage and oversee all contractor personnel and task order activities.
- Coordinate staffing, schedules, workloads, and deliverables to meet PWS requirements.
- Monitor performance against established quality standards and performance metrics.
- Ensure technical solutions and schedules are implemented in a timely manner.
- Maintain financial reporting, labor utilization tracking, and program metrics.
- Prepare and submit Monthly Progress Reports within required timeframes.
- Identify and resolve performance, staffing, schedule, and operational issues.
- Maintain effective communication with Government and CTRMG leadership.
- Participate in progress meetings and the Post-Award Conference as required.
- Ensure contractor personnel comply with applicable OPM, DHS, USCG, security, privacy, and contract requirements.
- Coordinate with the designated Alternate Project Manager to maintain management continuity.
Minimum Qualifications
Candidates must meet one of the following:
- Bachelor’s degree and at least four (4) years of progressive project leadership and management experience; OR Associate’s degree and at least five (5) years of progressive project leadership and management experience.
- Ten (10) or more years of Federal HR/Human Capital or Federal program management experience.
- Experience managing Federal HR contracts involving classification, staffing, personnel actions, retirement, or related HR operations.
- Experience supporting DHS, USCG, or another Federal civilian Human Resources organization.
- Familiarity with Federal HR systems such as USA Staffing, USA Hire, EmpowHR, NFC, FedHR, or eOPF.
- Experience managing Firm-Fixed-Price Federal contracts with performance metrics and Acceptable Quality Levels (AQLs).
- PMP, FAC-P/PM, SHRM, HRCI, or comparable project management or human resources certification.
Work Environment
The position supports USCG Headquarters in Washington, DC. The Government's performance baseline is hybrid, with a minimum of three days onsite and up to two days of COR-approved telework per week. The Project Manager must generally be available between 8:00 a.m. and 4:30 p.m. ET, Monday through Friday, and must respond to Government requests regarding technical issues within three hours.
