Position Summary
The Scrum Master / Business Analyst supports Agile delivery teams by facilitating Scrum and SAFe practices while partnering with product owners, business stakeholders, developers, and testers to translate mission and business needs into clear, actionable requirements. The role is responsible for team facilitation, backlog health, requirements elicitation and analysis, user story development, acceptance criteria, delivery metrics, risk and impediment management, stakeholder communication, and continuous improvement across the software development lifecycle.
Key Responsibilities
- Facilitate Agile ceremonies including sprint planning, daily standups, backlog refinement, sprint reviews/demos, retrospectives, and, where applicable, PI Planning and cross-team coordination.
- Coach cross-functional teams, Product Owners, and stakeholders on Scrum, SAFe, Kanban, Agile principles, team working agreements, Definition of Ready, and Definition of Done.
- Identify, track, and remove team impediments; escalate program-level risks and dependencies with recommended mitigation strategies.
- Partner with Product Owners and business stakeholders to maintain a healthy, prioritized backlog aligned to business and mission objectives.
- Facilitate requirements elicitation through stakeholder meetings, interviews, workshops, brainstorming, document analysis, and demonstrations.
- Translate business needs into functional requirements, user stories, acceptance criteria, use cases, process flows, and supporting specifications.
- Ensure requirements are complete, consistent, traceable, feasible, testable, and understood by developers, testers, and business stakeholders.
- Support requirements decomposition, prioritization, estimation, change control, and traceability from business need through functional validation and release.
- Work closely with developers and testers to clarify requirements, support test case development, validate functionality, and reduce rework during delivery.
- Maintain JIRA and Confluence artifacts, including Scrum/Kanban boards, backlogs, sprint metrics, dashboards, team documentation, and delivery status information.
- Track and communicate delivery metrics such as velocity, capacity, burndown, commitment rate, backlog health, risks, and dependencies.
- Prepare stakeholder and executive-level status reporting summarizing milestones, delivery performance, risks, decisions, and upcoming priorities.
- Coordinate cross-team dependencies and support release planning, roadmap alignment, and delivery schedules across concurrent initiatives.
- Facilitate conflict resolution and continuous improvement, helping teams become increasingly collaborative, predictable, and self-managing.
- Support federal program governance and documentation requirements throughout the SDLC, including release readiness and stakeholder approvals.
- Bachelor’s Degree from an accredited college or university in Information Systems, Business Administration, Communications, or a related discipline; equivalent relevant experience may be considered.
- Five (5)+ years of experience supporting software or technology delivery as a Scrum Master, Business Analyst, Product Owner/Representative, Agile Delivery Lead, or similar role.
- Demonstrated experience serving as a Scrum Master and facilitating Agile delivery ceremonies for cross-functional technical teams.
- Hands-on experience eliciting and documenting business and functional requirements, user stories, acceptance criteria, and supporting requirements artifacts.
- Experience managing and refining product backlogs in partnership with Product Owners and business stakeholders.
- Experience with JIRA and Confluence, including backlog management, board configuration, dashboards, metrics, and delivery reporting.
- Working knowledge of Scrum and Agile delivery practices; experience with SAFe and/or Kanban strongly desired.
- Experience tracking risks, impediments, dependencies, capacity, velocity, burndown, and other delivery metrics.
- Experience facilitating meetings with business owners, technical leads, developers, testers, and other stakeholders.
- Experience supporting formal software development lifecycle processes, testing/validation, release planning, and change management.
- Strong facilitation, communication, conflict-resolution, analytical, documentation, and stakeholder-management skills.
- Proficiency with Microsoft Office tools including Word, Excel, PowerPoint, and Project.
Preferred Qualifications
- Certified Scrum Master (CSM), Advanced Certified Scrum Master (A-CSM), Certified Scrum Professional-ScrumMaster (CSP-SM), or comparable Agile certification.
- Certified Scrum Product Owner (CSPO), ICAgile certification, SAFe training/certification, or related Agile credentials.
- Experience supporting federal government technology programs, particularly FDA or other HHS environments.
- Experience working in hybrid Agile/project management delivery environments with formal contract reporting and governance requirements.
- Experience with Agile coaching, team formation/stabilization, PI Planning, ART synchronization, roadmap development, and organizational transformation.
- Experience developing executive status reports and delivery dashboards for technical and non-technical stakeholders.
- Public Trust clearance or ability to obtain required federal suitability/clearance.
