USAO-OHS Civil Asset Investigator/Financial Analyst

Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Civil Asset Investigator/Financial Analyst to support our prospective client within the United States Attorney’s Office, Southern District of Ohio (USAO-OHS). This position is to be performed on-site in Columbus, OH. This position is contingent upon award.

Essential Duties and Responsibilities

Independently plans and conducts pre and post judgment asset investigations to satisfy debts imposed in cased handled by the U.S. Attorney’s Office. Asset investigations for restitution include monies owed to the United States and private victims of crime. Private victims are considered individuals, corporations, or other non-government entities. Typical asset investigations are conducted in conjunction with federal and/or state agencies both within and outside the U.S. Attorney’s Offices’ geographic jurisdiction. The agencies include, without limitation, agencies which engage in the disbursement of direct loans, guaranteed loans, financial contracts, grant programs where financial responsibility is a factor, and general administrative debts such as fines, fees, overpayment, and penalties. The subjects of the investigations may be individuals or corporations.

Asset Identification & Investigation

  • Conduct comprehensive asset searches using public and proprietary databases.
  • Identify real property, bank accounts, business interests, vehicles, and other assets.
  • Analyze financial records, credit reports, and transactional data.
  • Proficiency in databases such as but not limited to; Lexis/Nexis, Accurint, Westlaw, Credit Bureau Reports, and PACER, Clear, OPERA and Microsoft Office software programs.

Financial Analysis

  • Trace financial transactions and asset transfers.
  • Identify fraudulent conveyances or hidden assets.
  • Develop financial profiles of debtors.
  • Knowledge of the financial litigation process, court rules, and court procedures of federal, state, or local offices with which there is contact.

Records Research

  • Review of court records, tax filings, UCC filings, and property records.
  • Conduct skip tracing and locate individuals and associated entities

Reporting

  • Prepare detailed investigative reports summarizing findings.
  • Provide documentation suitable for legal proceedings.
  • Maintain clear audit trails of all research conducted.

Coordination

  • Work with Assistant U.S. Attorneys (AUSAs) paralegals and FLU staff.
  • Provide testimony or affidavits if required.
  • Participate in case strategy discussions when requested.
  • College diploma preferred with at least 5 years in a specialized expertise such as forfeiture, asset investigations relating to the prosecution of criminal cases, law enforcement, or related investigative exposure.
Requirements

Job Requirements and Experience

  • The Civil Asset Investigator shall possess a bachelor’s degree from an accredited college or university in criminal justice, finance, accounting, law enforcement, public administration or a related field.
  • The Civil Asset Investigator shall have a minimum of three (3) years of relevant professional experience conducting civil asset investigations, financial investigations, fraud investigations, law enforcement investigative work, or related investigative activities.

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

Each United States Attorney exercises wide discretion in the use of his/her resources to further the priorities of the local jurisdictions and needs of their communities.
