Overview
QBE, LLC is seeking an experienced ServiceNow Developer to support the Department of Energy's Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division in a part-time, onsite role at the Bettis Atomic Power Laboratory (BAPL) in West Mifflin, PA. This position requires DOE L access authorization and supports mission-critical IT workflow development in a high-security nuclear Navy environment. Candidates must demonstrate strong ServiceNow development experience and the ability to collaborate effectively across DOE/NNSA and Naval Reactors stakeholder groups.
Responsibilities
• Design, develop, and implement ServiceNow workflow applications to support business and technical workflows; configure ServiceNow applications, forms, and workflows based on stakeholder requirements.
• Ensure modules are accurately documented, and maintain a log of developed and deployed modules for audit and tracking purposes.
• Ensure compliance with federal IT standards and site-specific requirements; provide operations support for deployed ServiceNow applications and modules.
• Build, maintain, and regularly update documents tracking the progress of ServiceNow development tasks and projects.
• Interface and communicate with Mission Support Division staff to ensure tasks and priorities are understood and completed effectively.
• Brief managers bi-weekly on the progress of ServiceNow development projects and initiatives.
• Actively work to complete tasks and projects by established completion dates; inform management when dates cannot be met and provide reasons.
• Maintain awareness of cyber, physical security, and safety-related rules, policies, and procedures; ensure all actions comply with these policies.
• Develop, maintain, and document ServiceNow development policies, processes, and procedures utilizing the most effective tools or systems.
• Support mission-driven initiatives requiring automation or workflow enhancement; make recommendations and provide input to improve efficiency and effectiveness in workflow automation.
• Coordinate project-oriented ServiceNow development requests in alignment with DOE/NNSA and Naval Reactors IT guidance.

Required Qualifications
• Bachelor's degree in Computer Science, Information Technology, or a related field from an accredited institution, and a minimum of two (2) years of directly relevant ServiceNow development/administration experience.
• Demonstrated proficiency in configuring, scripting, developing, and deploying solutions across ServiceNow modules including ITSM, ITOM, workflow, catalog, and custom applications.
• Comprehensive understanding of federal IT compliance frameworks, including requirements for change-control, configuration management, auditability, secure workflow development, and documentation standards applicable to sensitive unclassified information systems.
• All work shall comply with federal standards and requirements, including DOE Orders, NNSA directives, FISMA/NIST guidelines, and any NR-issued information systems instructions.
• Excellent verbal and written communication skills; capable of presenting complex ServiceNow system information clearly and concisely in accordance with DOE/NNSA reporting and documentation expectations.
• DOE L access authorization required (active DoD Secret clearance may satisfy interim access requirements while DOE reciprocity is adjudicated); must be able to pass pre-employment, random, and for-cause drug testing as a testing-designated position.
• Ability to obtain and maintain access to a Limited Area at the assigned DOE site.
• Ability to commute onsite to Bettis Atomic Power Laboratory daily.
Highly Desired Skills
• Experience integrating ServiceNow with enterprise systems operating under federal compliance standards, and familiarity with secure development lifecycle requirements.
• Experience participating in the development of organizational IT procedures, SOPs, and compliance documentation; demonstrated ability to identify workflow improvements aligned with mission objectives.
• Strong interpersonal and collaboration skills to support communication across federal contractors, government offices, site personnel, and technical teams.

The projected compensation range for this position is $75,000.00 - $105,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories.
