Who We Serve
North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.
North Bay Regional Center serves over 13,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties. Guided by our NBRC Mission and Values to assist people with developmental disabilities to obtain the services and support needed to live as others do in the community, NBRC has established Strategic Goals to guide our efforts in focused areas: employment, independence, community access and family supports.
DEFINITION:
Under the direction of the Quality Assurance Supervisor, the Quality Assurance Monitor works as part of the Quality Assurance Team and is responsible for monitoring and evaluating the regional center’s vendor service providers including residential, day program, supported living, professional and other vendor service providers. The Quality Assurance Monitor determines service provider compliance or non-compliance with contracts, Title 17 California Code of Regulations, Home and Community Based Services Waiver (Medicaid Waiver) program requirements and NBRC Best Practices. The Quality Assurance Monitor is responsible for investigation of complaints and necessary follow-up; development of corrective action plans, technical assistance plans, vendor and staff training, analysis of special incident reports and implementation of NBRC’s Quality Assurance Plan.
NATURE OF WORK:
The majority of duties are performed in the office and out in the community. The Quality Assurance Monitor must have reliable transportation and be able to travel locally and out-of-town regularly. This position requires travel throughout the 3-county service area. The ability to read, write and comprehend large amounts of written material, use the telephone and communicate via electronic mail is required on a daily basis. Excellent oral and written skills are essential, including the ability to clearly and firmly convey agency standards and policies; good teaching/training skills; ability to relate with persons of varying socioeconomic and educational levels; good problem-solving skills and ability to remain calm in situations of conflict.
EXAMPLES OF WORK:
The Quality Assurance Monitor is responsible for consultation, evaluation and monitoring of support services which may include transportation services, day programs, day care, respite, and infant stimulation. Responsibilities may include provider training, review of program designs, facility and program reviews and follow up on investigations of alleged program problems.
MINIMUM EDUCATION AND EXPERIENCE:
Completion of a Master's Degree in education, special education, social work or a related field. Two years' experience after graduation in the field of developmental disabilities including some experience in the area of program evaluation and monitoring.
OR
Two years’ experience in a position at a Regional Center involved with program evaluation and monitoring.
OR
A Bachelor’s Degree in a related field and four years’ experience in the above areas may substitute for a Master's Degree.
Minimum qualifications may be waived depending on the agency need for specialized skills (such as language abilities).
SPECIAL REQUIREMENTS:
Fluency in a language in addition to English is desirable and may be required.
Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.
Flexibility in work hours is required to meet needs of the regional center constituency.
ESSENTIAL FUNCTIONS:
- Perform audits for day programs, supported living programs and residential services.
- Provide technical support for Case Management staff regarding complaints or concerns connected to vendor services.
- Attend Risk Assessment Committee meetings as needed to mitigate reoccurrence of reportable incidents as part of NBRC’s Risk Mitigation Plan.
- Attend Clinical Administration meetings as needed to assure that vendor programs are in compliance with Title 17 requirements when implementing recommendations made by the Behavior Modification Review Committee.
- Conduct follow-up connected to Special Incident Reports and Quality Assurance Requests including identification of applicable breaches in standard of care specified in the program design.
- Perform program design modifications that arise from corrective action plans, changes in consultants or changes in regulatory requirements.
- Assist with developing NBRC Quality assurance plan, training materials, evaluation tools, check lists or other forms to assure vendor compliance with regulatory standards.
- Conduct investigations of suspected serious violations of standards, regulations and laws; provide assistance to other agencies conducting such investigations.
- Consult with vendors, prospective vendors and community agencies regarding program development and standards.
- Evaluate the quality of programs which serve people who have developmental disabilities.
- Visit clients in their homes and day programs.
- Understand and utilize sound case management and counseling principles.
- Conduct meetings, interviews and evaluations and interpret and document the information. Interact tactfully and effectively with those contacted in the course of work.
- Conduct periodic training for vendors and NBRC staff.
- Coordinate, track and communicate with vendors regarding overpayments
- Effectively manage assigned staff members.
- Actively participate in all Management Team meetings, Case Management Supervisor meetings, supervisor trainings, etc. Attend all meetings with punctuality.
- Maintain current workload with accurate and complete documentation.
- Interact tactfully and effectively with those contacted in the course of work.
- Read, interpret and follow complex policies, procedures, laws, and regulations.Communicate effectively in person, on the telephone and in writing.
- Organize, prioritize, and coordinate work activities.Perform work under stressful conditions, as required.
- Use initiative and sound, independent judgment within established guidelines.
- Train, supervise, evaluate and motivate personnel by cultivating a sound organizational climate.
- Make decisions with a minimum of direction. Analyze and find effective solutions to problems.
- Notify supervisor of schedule changes, i.e., use of accrued time-off benefits.
- Adhere to a reliable work schedule, i.e., punctuality in reporting to work and in using consistent sign-out methods. Accurate and timely recording on time sheet and mileage forms.
- Represent the agency's philosophy, policies, and standards in a professional manner in the community and in the office. Maintain a high level of personal and professional conduct.

A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…
All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
