Position Summary
CompQsoft is seeking an strategic and innovative Senior Program Advisor to forge high-level client relationships, drive business capture, and lead cross-functional advisory efforts in support of government contracts, focusing on our ESS and other Department of Defense (DoD) modernization initiatives. The ideal candidate will demonstrate proven expertise in evaluating RFPs, navigating government acquisition processes, and cultivating enduring partnerships across complex DoD programs. This position requires a strategic leader who can analyze RFP requirements, establish comprehensive capture and proposal plans, align resource strategies with client objectives, evaluate market risks, and communicate effectively with key decision-makers while positioning the company for growth and ensuring complete customer satisfaction.
Senior Program Advisor
Key Requirements:
Program Advisory, Growth & Strategic Execution
- Advise cross-functional teams nationally and internationally in support of USACE ESS programs, strategic partnerships, and DoD modernization initiatives.
- Evaluate Requests for Proposals (RFPs), spearhead proposal development, and establish strategic capture plans and statements of work to capture new business opportunities.
- Guide program scope, strategic timelines, and resource allocation to align program objectives with long-term business strategy.
- Monitor strategic program health to ensure alignment with business development objectives, client expectations, and organizational growth goals.
- Provide high-level oversight for the analysis, strategic design, execution, and advisory support of all assigned client initiatives and capture strategies.
- Cultivate strategic business opportunities and advise on concurrent client programs utilizing industry-standard advisory methodologies and performance metrics.
Relationship Building & Stakeholder Management
- Develop, manage, and execute strategic client relationship management plans to foster trust and retain long-term partners.
- Cultivate strategic partnerships with government agencies, prime contractors, and industry leaders to expand market presence and position the company for upcoming RFPs.
- Serve as a trusted advisor to senior executives and client leadership, facilitating change management and guiding client progress toward strategic goals.
- Build, maintain, and expand high-level relationships with key stakeholders and decision-makers to maximize program growth and secure contract wins.
- Interface daily with government personnel, key decision-makers, and agency representatives to drive business expansion and ensure overall partner satisfaction.
Technical & Strategic Systems Oversight
- Advise and guide overall efforts to modernize United States Air Force, Army, Marine, Navy, and Space Force Electronic Security Systems (ESS) and Communications Systems.
- Establish and champion best practices in technical program strategy, client acquisition, and solution deployment.
- Participate in client site assessments, analyze mission requirements, and guide the development of high-impact RFP response packages.
- Collaborate with engineering and technical teams to ensure proposed designs directly address client requirements and agency missions.
- Align technical solutions and proposal strategies directly with long-term program missions and client objectives.
Risk, Quality & Subcontractor Strategy
- Identify strategic market risks, evaluate RFP requirements, and establish comprehensive risk mitigation and proposal strategies.
- Identify and address underlying program hurdles, capture challenges, and strategic operational risks.
- Provide advisory oversight for acquisition strategies and change control processes.
- Evaluate operational trends and industry shifts to ensure company capabilities align with emerging market and government needs.
- Advise on subcontractor selection, strategic teaming agreements, and vendor alliances to strengthen overall RFP positioning and delivery capabilities.
- Mediate executive-level conflicts, foster team alignment, and resolve strategic client or vendor challenges.
Required Qualifications
Education
- Bachelor's degree in Business Administration, Engineering, Systems Management, or a related field.
Experience
- Minimum 10+ years of program advisory, capture management, or client engagement experience, with at least 5 years supporting DoD or federal government contracts.
- Proven track record of evaluating RFPs, driving proposal strategies, and building strategic relationships within USACE programs or IDIQ/MATOC contract vehicles for DoD customers.
- Demonstrated experience positioning strategies for Electronic Security Systems (ESS), Communications, and Force Protection programs.
- Proven capability in capturing, advising, and scaling multi-million-dollar programs (individual portfolios exceeding $5M).
- Strong background in RFP response development, requirement analysis, and strategic positioning for government contract awards.
- Proven ability to advise and influence cross-functional teams in CONUS and OCONUS environments.
- Deep expertise in proposal development, capture strategy, and government contracting life cycles.
- Familiarity with business development tools, proposal management systems, and strategic planning tools.
- Extensive knowledge of government acquisition processes, RFP evaluations, and competitive proposal positioning.
Security & Clearance
- Active Secret (or higher) security clearance (required).
- Ability to maintain clearance eligibility throughout employment.
Soft Skills

- Proven track record of leveraging strategic partnerships to drive RFP success and account growth.

Preferred Qualifications
- Master's degree in Business Administration, International Relations, Strategic Leadership, or related field.
- Background in electronic and technical security systems (access control, video management, automated systems).
- Experience cultivating partnerships within critical infrastructure, homeland security, or force protection programs.
- Experience supporting proposals or program strategy for AEGIS systems, C4I systems, or naval communication systems.
- Previous military service or deep familiarity with defense agency culture and acquisition channels.
- Demonstrated record of securing or advising programs valued at $10M+.
Physical Requirements & Travel
- Ability to travel up to 10% to 25% CONUS and OCONUS to meet with clients, assess sites, and engage key stakeholders.
- Ability to work extended hours as needed during critical proposal submission cycles and executive client meetings.
