Position Summary:
This full-time exempt position serves as the primary resident contact from admissions through transfer/discharge. Builds relationships with residents and families/support systems and links residents to services as needed. Ensures resident issues and concerns receive appropriate responses. Works collaboratively with the Director of Affordable Housing and Vice President of Independent Living, reviewing/implementing residential housing policies and procedures that support the missions and philosophy of VMRC and applicable federal, state, and local regulations. Knowledgeable and compliant with HUD regulations.

- Bachelor’s degree from an accredited college or university in the field of human services and at least 2 years’ experience working with senior adults preferred.

A. Essential Functions - HUD Compliance
1. Participates in the annual Management and Occupancy Review, both in preparation prior to the review and in assisting the relationship manager during the review.
2. Manages and executes Tenant Selection Plan.
3. Assists Environmental and Facilities Services in keeping the facility in compliance with REAC standards, as well as preparing for REAC inspections.
4. Remains knowledgeable of regulations and applies them in daily functions to ensure compliance: HUD 4350.3 manual and policy updates, Fair Housing Act, Virginia Landlord-Tenant Act.
B. Essential Functions - HUD Operations
1. Schedule and conduct annual apartment inspections with current residents to ensure residents are keeping apartments in safe and sanitary condition and to identify issues needing correction by residents and staff.
2. Schedule and conduct move-in inspections to ensure resident satisfaction and move-out inspections to identify any damages.
3. Knowledgeable of and able to utilize HUD software proficiently to complete regular property management tasks (waiting list, processing applications, rental certifications, reasonable accommodations, etc.).
4. Cross-train with HH bookkeeper to be familiar with the process for monthly HUD billing and receiving of HUD payments and support the billing function as needed.
5. Monitors EIV reports (income discrepancy reports, failed verification, no-income reports, etc.) and seeks resolution to any issues.
6. Manages reasonable accommodation requests from residents, including requests for equipment and accessible apartments.
C. Essential Functions - HUD Subsidies
1. Schedules and completes annual recertification with residents in a timely manner to ensure HUD regulations for time frames. Verifies income, assets, and medical expenses according to HUD regulations, and applies the rental calculation formula. Complete and file all required forms.
2. Works with residents who report interim changes in their income, assets, or medical expenses to determine when interim recertifications are needed. When appropriate, processes the interim recertification according to HUD guidelines.
3. Assesses admissions eligibility for applicants prior to admission by checking personal and landlord references, criminal history, verification of age, and verification of Social Security number.
4. Completes initial certification to determine eligibility for subsidy and level of subsidy.
5. Prevents subsidy overlap with other HUD facilities by using EIV to identify applicants receiving HUD subsidy, then works with applicant & landlord to cease subsidy before Heritage Haven's begins.
D. Essential Functions - Marketing and Admissions
1. Responds to marketing and public relations requests/inquiries and conducts facility tours and informational sessions.
2. Supports the management of the HH wait list, coordinating all aspects of application, documenting communication with applicants, and updating applicant information.
3. Uses HUD income limits to determine applicant eligibility for HUD subsidy and for the extremely-low-income priority.
E. Essential Functions - Operations, Administration and Annual Home Visits
1. Resident information is regularly reviewed, and emergency sheets are updated.
2. Provides support literature/information to residents that addresses requests or identified gaps in service delivery.
3. Promotes integration of all independent living programs focusing on systems continuity and cost efficiency that benefit residents.
4. Assists in developing standardized policies and procedures for Independent Living while ensuring consistent interpretation and implementation.
5. Participates on the Independent Living Management Team that works collaboratively to address housing/resident issues and review/interpret policies, procedures, and Resident Handbook.
6. Facilitates regular fire drills and provides fire safety education with residents.
7. Participates in a wide variety of special projects and compiles a variety of special reports.
F. Essential Functions - Resident and Family Support/Relations
1. Builds and maintains relationships with residents and members of families/support systems, serving as primary contact fielding resident questions and concerns.
2. Assumes primary responsibility for resident emergency assistance with support from other staff as needed.
3. Assists in meeting the psycho-social needs of residents, networking with other support systems and service lines as needed.
4. Engages in informal interactions with all residents at least twice a month.
5. Monitors and is conversant with community and national sources of information on services/delivery options for the elderly.
6. Links residents with supportive services contacts to enable meeting Independent Living criteria and to enhance quality of resident's life.
7. Participates in Life Transition Meeting as needed.
8. Hospitalization / Rehabilitation:
a. Contacts resident within 1 business day upon learning of hospitalization or rehab admission.
b. Remains in contact with resident after return to VMRC apartment.
9. Responsible for being a resource for and liaison with the Heritage Haven Resident Council.
G. Essential Functions - Support of Incoming Residents
1. Conducts agreement signing and facilitates orientation review with resident and family members, linking incoming resident with fellow residents/support groups.
2. Coordinates all aspects of admission, after the contract signing, to ensure completion of necessary paperwork as well as communication to varied service lines.
3. Ensures apartment quality is delivered to incoming resident.
4. Conducts a welcome visit within 5 business days of move-in and a follow up visit 1 month later.
5. Serves as a liaison with Marketing and Supportive Living (SL) staff concerning tours, information, and SL availability options.
6. Assists residents in discharge/transfer process, providing resident and family support during transition and ensure appropriate paperwork is completed.
H. Essential Functions - Quality Assurance
1. Ensures that resident concerns and grievances are handled according to policy and promote constructive problem-solving approaches with residents, families, and staff.
2. Provides timely response to resident comments/concerns with solicitation/inclusion of other VMRC staff when applicable.

A. Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear normal as well as soft tones. This position is moderately active role that would require frequent traveling throughout the campus, grasping, and reaching above head. The employee must occasionally lift or move objects weighing 25 pounds as well as pushing/pulling up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Required to work extended periods of time at a video display terminal.
Requirements for emergency situations are defined by service line expectations and may differ based on the nature of the emergency or weather-related event.
B. Work Environment
The normal work environment is an office setting, and occasionally throughout the campus and in resident rooms. This position may require some outside work that could result in marked changes in temperatures (traveling to-and-from buildings). While performing the duties of this job, the employee is occasionally exposed to dust, fumes, odors and airborne particles in a nursing care setting, with limited exposure to biological and chemical hazards, and mechanical equipment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
C. Position Type/Expected Hours of Work
This position regularly required to work weekday normal business hours and occasionally evening and weekend work as necessary to effectively complete the requirements of this position.
D. Supervisor Responsibility
This position holds supervisory responsibilities for assigned staff and has authority to determine who can access confidential information in their area of responsibility.
