The National Network of Public Health Institutes (NNPHI) is an active network comprised of over 40- member public health institutes in 33 states, Puerto Rico and the District of Columbia. Public health institutes are nonprofit organizations that improve the public’s health by fostering innovation, leveraging resources, and building partnerships across sectors, including government agencies, communities, the health care delivery system, media, and academia. NNPHI and its member institutes work together to implement public health policy and program initiatives throughout all 50 states.

members, and partners support NNPHI’s mission from several locations throughout the United States.

Position Summary:

NNPHI seeks a Senior Program Manager – Tribal Health Data Modernization, to provide project management support and subject matter expertise dedicated specifically to the Tribal Implementation Center (TIC) and related public health initiatives. This role focuses on advancing data modernization, strengthening data sovereignty, and expanding capacity for Tribes, Tribal Consortia, and Tribal Epidemiology Centers (T/C/TECs).


The Senior Program Manager will work closely with NNPHI leadership, the Data Modernization team, public health institutes, funders, and Tribal partners to implement projects that engage the public health system and workforce, ensuring best practices in data governance, community engagement, cultural competency, and leadership development. The Senior Program Manager will provide guidance and support around Tribal data modernization within a framework of achieving health equity and sovereignty. This individual will support the program's design, project management, and delivery of Tribal engagement, technical assistance, and peer-to-peer learning opportunities. This position emphasizes a combination of subject matter expertise and strategic leadership, relationship management, training, and facilitating. The successful applicant will bring professional experience in a Tribal health setting as well as a passion for building the modernizing the public health data infrastructure across the public health data landscape. This position will report to the Director of Data

Modernization for NNPHI.


Primary Responsibilities:

  • Serve as one of NNPHI’s program managers for projects supporting Tribal Health Data Modernization, focusing on Tribal health topics including workforce development, capacity building, systems change, data sovereignty, and more
  • Serve as NNPHI’s lead program manager supporting Tribal Implementation Center Community Support work, focused on Tribal engagement activities and peer-to-peer Tribal Data Modernization learning opportunities
  • Develop and execute project work plans and portfolio strategy related to priority topics
  • Maintain and develop relationships with funding agencies (including federal agencies and private foundations)
  • Contribute to internal organizational policies and procedures and work with the senior leadership team to implement
  • Author reports describing NNPHI projects to funders and interest-holders
  • Plan and implement sessions for in-person events including conferences and trainings
  • Plan and host webinars for NNPHI members and other audiences
  • Serve as a technical resource to interest groups of NNPHI members
  • Represent NNPHI in national partner workgroups, meetings and conferences
  • Learn from other national organizations and seek innovative and best practices and leverage that knowledge to help advance the work of NNPHI members
  • Provide technical assistance to public health institutes and other stakeholders/partners (e.g., external grantees of CDC or other federal agencies)
  • Produce and refine logic models and action plans
  • Author and edit external publications and reports to promote thought-leadership related to Tribal Health Data Modernization
  • Contribute to the development of proposals, including contributing to securing project renewal funding as well as developing new projects with federal agencies and foundations, among other funders
  • Serve as resource advisor for Program Associate(s), Program Manager(s), and/or CDC fellows, as well as interns as needed
  • Conduct other duties as assigned to fulfill NNPHI’s mission
Requirements

Preferred Qualifications:

  • Master’s degree in Public Health or other related degree, or commensurate professional experience
  • Minimum 5+ years relevant experience in or with Tribal and Indigenous organizations
  • Demonstrated program management experience with diverse funders and multiple contractors
  • Deep knowledge of Tribal history, treaties, Federal Indian law, sovereignty, self-governance, and decolonization principles and practices.
  • A deep respect for and understanding of Tribal and Indigenous culture, customs and traditions, and experience with connecting these with intentional system changes to support health and wellbeing.
  • Stellar communications skills including strong editing and writing skills
  • Confident public speaker, in person and via phone/webinar
  • Strong interpersonal skills and ability to work effectively on a team and with diverse partners
  • Experience in a fast-paced, entrepreneurial environment and flexibility with an ability to maneuver effectively in the face of uncertainty and transition
  • Excellent customer service skills and relationship management skills
  • Experience managing RFP or other contracting processes
  • Experience serving as a liaison to federal funding agencies and private foundations
  • Excellent analytic skills and comfort/familiarity with interpreting federal and state regulations
  • Success mentoring and supervising staff and contractors
  • Experience with the following software/systems required: Microsoft office (SharePoint, Word, Excel, PPT), project management software, and customer relationship management (Salesforce)
