The candidate shall provide strategic advice, technical guidance and subject matter expertise in the development and implementation of business domain improvement for the Test Management Group (TMG) portfolio of projects. The candidate will research, advise, recommend, develop, and implement technical and process solutions to improve the organizations project management in the areas of business information, processes, training, and data analysis of flight test programs.

• Exercise a high degree of originality and sound judgment in formulating, evaluating, and correlating advanced business and project management practices guiding the analysis of unique flight test project management problems and developing new and improved techniques and methods.
• Perform extensive analysis; develop processes and formulate business standards to address forecasted trends to position business, project management and technical applications in flight test to meet future demands.
• Develop roadmaps and implementation plans that facilitate the execution of the TMG business strategic plan; define timelines, teams, and the resources for the organization to effectively roll-out business process updates and newly developed applications, training, tools, and procedures across organizations.
• Provide expertise on requirements, cost, schedule, risk, and deliverables in development, documentation, and approval of a Statement of Capability to support a flight test program.
• Improve existing business processes or develop new procedures/policies/tools and user interfaces/training to support the TMG’s highly complex business operations.
• Conduct data analysis to develop procedures and products for analysis of project performance against the project baseline and flying hour program; develop meaningful indicators for leadership quick look assessments and associated reports on project progress.
• Design and recommend improvement options, establish implementation roadmaps. determine options to assist in implementing TMG approved business rules.
• Analyze, determine risk and mitigations, and consider alternatives to ensure TMG business solutions are functional and fully supportable by flight test organizations.
• Provide analytical guidance and determine interaction and impact of interfaces to proposed solutions during business process/procedure design pertaining to the required/desired customer specification/outcome across the TMG Business domain
• Support the analysis of the capabilities of business processes, training material/delivery method, data analysis tools, project/financial report products, and user interface on impacts of new technology and new procedures on current systems and policies.
• Provide direction on the business domain system test planning, implementation, utilization and reporting necessary to effectively establish and utilize an operationally representative environment for test relevance to assess the business solution.
• Lead and participate in working groups and technical interchange meetings both on and off site; prepare and present briefings, manage action items

EDUCATION AND EXPERIENCE

• Level 4 - This skill level requires over 10 years of experience and a master’s degree in the applicable discipline. This skill level typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. This skill level may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. 

SECURITY CLEARANCE AND OTHER REQUIREMENTS

• Must have a minimum of an active U.S. TOP SECRET clearance and be subject to a government security investigation. 
• Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver’s license is required.
• Do you have the ability to pass a background check to be granted access to the specific working location installation bases to perform work for GMRE? (Pertains to Technical Services positions)
