Position Summary:

The Exercise Coordinator supports NSWC, Dahlgren Division and U.S. Northern Command (NORTHCOM) by identifying military and federal exercises and wargames that allow Critical Infrastructure Defense Analytic Center (CIDAC) to advance its objectives and coordinate its planning and support for government-selected events. The Exercise Coordinator maintains an exercise support plan, contributes realistic critical infrastructure injects, highlights their dependencies, and includes mission assurance elements to scenarios and injects, recommends appropriate CIDAC participants for each event, and supports exercise execution and follow-up as directed by the government.

This position requires strong written and verbal skills and the ability to communicate technical and mission information across the NORTHCOM community and partner organizations. Strong project management, planning, evaluation, and risk management skills are essential to the identification, coordination, and integration of risk requirements into exercise scenarios. The Exercise Coordinator must support conferences, meetings, working groups, and exercises in-person and virtually at locations in the continental United States (CONUS) and outside the continental United States (OCONUS) in addition to travel to NSWC, Dahlgren Division two to three times per month. 

Essential Functions:

• Identify and assess NORTHCOM’s area of responsibility exercises and other Department of War (DoW) and federal agency exercises for alignment with CIDAC, Defense Critical Infrastructure (DCI), and mission assurance objectives.
• Develop an exercise identification list with a clear rationale for recommended CIDAC participation; track Government decisions on which events CIDAC will support.
• Prepare an exercise approach and maintain an integrated exercise support plan covering objectives, focus areas, scenarios, key participants, milestones, and selected support activities.
• Maintain an up-to-date exercise calendar and points-of-contact list, including concept development, initial, mid, and final planning conferences; scenario and inject meetings; exercise dates; and after-action reviews.
• Engage exercise planners and stakeholders while keeping government representatives informed of key events, decision points, schedule changes, and participation needs.
• Support planning conferences and other planning activities for government-selected exercises; coordinate CIDAC inputs with the exercise planning team.
• Develop technical inputs for scenarios and injects involving infrastructure, dependencies, threats, and risk that could realistically degrade or disrupt the exercise scenario, as directed.
• Recommend which CIDAC personnel or capabilities should participate in each exercise based on its objectives, scenario, and planned activities.
• Provide on-site or remote support during selected exercise events, as directed, and document observations and outcomes needed for follow-up.
• Produce and update required support documents, meeting minutes, and after-action reports within applicable contract timelines and after government review.
• Coordinate and conduct recurring travel to planning conferences, meetings, and selected exercises across CONUS as required.

Competencies:

• Exercise and wargaming planning: Understands exercise life cycles, planning conferences, scenarios, injects, player roles, execution, and after-action processes.
• Strategic judgment: Connects exercise objectives and scenarios to CIDAC priorities and provides a defensible rationale for participation.
• Technical Translation: Can apply a working knowledge of critical infrastructure protection, infrastructure dependencies, risk, and mission assurance to realistic exercise content.
• Coordination and relationships: Builds productive connections with exercise planners, Government stakeholders, and participating organizations.
• Organization and follow-through: Maintains accurate schedules, updated contact lists, plans, records, and deliverables across multiple exercises.
• Communication: Produces clear planning products and briefings, and communicates changes and recommendations promptly.

Education & Experience Requirements

• Bachelor’s degree in a relevant field (e.g., Emergency Management; Homeland Security; National Security or Military Studies; International Relations; Political Science, or a related field).
• Minimum of five years of experience supporting the DoW, including at least two years of direct exercise or wargame planning, development, or coordination. 
• Demonstrated hands-on experience planning, developing, coordinating, or executing exercises or wargames is required; experience with planning conferences and scenario or inject development is strongly preferred.
• Ability to identify relevant exercises, evaluate opportunities for CIDAC participation, and work with exercise planning stakeholders is required.
• A strong working knowledge and familiarity with critical infrastructure protection, critical infrastructure dependencies, and mission assurance to be able to identify where CIDAC contributes to exercises is required.
• Working knowledge of critical infrastructure protection and policies is required.
• Existing relations within the military or federal exercise community are strongly preferred.

Required Certificates & Licenses:

• Ability to obtain an international driver’s license as necessary.

Desired Certificates & Licenses:

• Relevant exercise planning, design, evaluation, or wargaming training is desirable, e.g., Homeland Security Exercise and Evaluation Program (HSEEP) or Master Exercise Practitioner Program (MEPP).

Other Requirements:

• Hybrid Position: This is a hybrid position where you will be working 4 days in office and 1 day remote.
• Security Clearance: Obtaining a DoW TS-SCI clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
• Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
• Travel Flexibility: Willingness and capability to travel CONUS and OCONUS up to 30% of the time.
• Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
