Job Summary

Participate as key member of the management team through the development of a superior talent base. Provide leadership in the development of a team-oriented culture that emphasizes quality, continuous improvement, retention, development and high performance. This position is directly responsible for the overall administration, coordination and evaluation of the human resource function and carries out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment and employment law compliance. 


Major Tasks and Responsibilities

  • Expand and foster an individual and collective talent base through strategic human resources activities
  • Annually reviews and makes recommendations to executive management for improvement of the agency’s policies, procedures and practices on personnel matters; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment and annual re-evaluation of policies for cost-effectiveness
  • Maintains knowledge of industry trends and employment legislation and ensures agency’s compliance; maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters; communicates changes in agency personnel policies and procedures and ensures proper compliance is followed. Pays close attention to Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, workers compensation, the Occupational Safety and Health Administration (OSHA), Fair Labor Standards Act (FLSA) and Affordable Care Act (ACA) and so forth. Maintains minimal company exposure to lawsuits
  • Strategic team member in the development of organization and staff planning process
  • Leads executive management team in the annual review, preparation and administration of wage and salary program including salary surveys.  Conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary
  • Coordinates or conducts exit interviews to determine reasons behind separation
  • Consults with legal counsel as appropriate, or as directed by the Executive Director or COO, on personnel matters
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters
  • Participates on committees and special projects and seeks additional responsibilities
  • Establishes and maintains department records and reports
  • Maintains company organization charts
  • Evaluates reports, decisions and results of department in relation to established goals
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed
  • Maintains human resource information system records and compiles reports
  • Maintain and grow organization staff by establishing recruiting, testing and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes
  • Ensures planning, monitoring and appraisal of employee work results by training managers to coach and discipline employees
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Coaches and trains managers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them
  • Conducts periodic surveys to measure employee satisfaction and employee engagement.
  • Conducts investigations when employee complaints or concerns are brought forth
  • Identifies and monitors the organization's culture so that it supports the attainment of the company's goals and promotes employee satisfaction
  • Participates in a process of organization development that plans, communicates, and integrates the results of strategic planning throughout the organization
  • Lead and participate fully and strategically as a member of the People committee
  • Oversee one (or more) volunteer social and/or recognition events annually
  • Work with schools, universities and work force programs locally, statewide and nationally to build network groups for individuals of all abilities looking to gain professional experience through volunteer and employment opportunities
  • Support the consistent development of programs aimed to increase length of service and ensure succession planning for volunteer and staff jobs
  • Prepare written reports with findings and recommendations to sustain the continual responsiveness and improvement of business activities
  • Provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work environment
  • Budget responsibilities including developing, managing and forecasting
  • Provide leadership and supervision for the talent department
  • Compile presentations of a thoroughness and quality suitable for senior level audiences, including Executive leadership team and the Board of Directors
  • Comply with National Ability Center safety and health policies and procedures
  • Other duties as identified



Requirements

Required Knowledge and Qualifications

  • Bachelor's degree or equivalent experience, PHR, SPHR, SHRM-CP or SHRM SCP preferred
  • Excellent interpersonal communication, relationship building and stewardship skills; ability to personally connect with, network and engage diverse groups of internal and external stakeholders
  • Human Resources Capacity. Problem Solving/Analysis. Project Management. Communication Proficiency. Ethical Conduct. Time Management 
  • Ability to organize and manage multiple priorities

  • Proficiency with Microsoft Office and experience with database management.  Experience with Salesforce a plus
  • Web and social media as applied to HR functions
  • Ability to work occasional weekend days and evenings
  • Valid Driver’s License; must verify own auto insurance
