The Executive Director is the key management leader of the Community Health Corps (CHC), The Executive Director is responsible for overseeing the administration, programs, and strategic plan of the program. Other key duties include community stakeholder outreach, fiscal management, fundraising, and marketing. The position reports directly to the City of Detroit’s Group Executive for Jobs, Economic Development and Detroit at Work with dotted line reporting to the City of Detroit’s Deputy Mayor.
DUTIES AND RESPONSIBILITIES:
Organization Mission and Strategy: Works with the leadership and staff to ensure that the mission is fulfilled through programs, strategic planning and community outreach.
o Responsible for implementation of CHC programs that carry out the mission.
o Responsible for strategic planning to ensure that the CHC can successfully fulfill its mission into the future.
o Responsible for establishing and maintaining relationships with various philanthropic organizations, governmental entities including State of Michigan and City of Detroit department leaders, elected officials, and nonprofit provider partners in an effort to strategically enhance the CHC’s mission capability
o Responsible for the enhancement of the CHC’s image by being active and visible in the community promoting the program’s mission.
o Responsible for working with the City of Detroit and DESC public relations and marketing divisions to develop promotion material to increase program awareness and access to services.
o Responsible for establishing a Resident Council to advise the CHC program.
Organization Operations: Oversees and assures appropriate resources are available to ensure operational effectiveness
o Responsible for the hiring and retention of competent, qualified, and high performing staff and senior leaders.
o Responsible for facilitating the required training and certification of program staff.
o Responsible for effective administration of CHC operations.
o Responsible for development of an effective quality and data collection and analysis system to measure and evaluate program effectiveness and impact.
o Responsible for participating in the development of agreements and other instruments made and entered into and on behalf of CHC.
o Review and approve contracts for services.
o Work with DESC personnel to establish CHC specific employment and administrative policies and procedures for all functions and for the day-to-day operation of the CHC.
Financial Performance and Viability: Participates in the development of resources sufficient to ensure the financial health of the program.
o Responsible for fiscal management that anticipates operating within an approved budget, ensures maximum resource utilizations, and maintenance of the program in a positive financial position.
o Participate in identifying and cultivating corporate, governmental, individual and foundation philanthropic partners to support CHC’s mission.
Board and Executive Leadership: Works with the City of Detroit executives and Mayors Office of Workforce Development (MOWD) Board and DESC President and Board in order to fulfill the program’s mission.
o Responsible for leading CHC in a manner that supports and guides the program’s mission as defined by the Mayor of Detroit.
o Responsible for communicating effectively with the Mayor’s Office, City Council, DESC leadership and their respective Boards to provide, in a timely and accurate manner, all information necessary to make informed decisions.

EDUCATION and EXPERIENCE:
Bachelor’s or Advanced Degree with at least 7-10 years of management experience; track record of effectively leading a high performance and outcomes-based division/department organization; ability to point to specific examples of having developed and operationalized strategies that have taken a department /division or organization to the next stage of growth.
Valid State of Michigan Driver’s License.
