The City of Converse – Job Applicant Privacy Policy

Thank you for your interest in employment with the City of Converse, Texas. We are committed to protecting the privacy and confidentiality of your personal information to the extent permitted by law. As a public entity, we must also comply with applicable federal and state laws, including the Texas Public Information Act, which may require disclosure of certain application materials upon request.

This policy outlines how your information will be collected, used, disclosed, and retained when you apply for employment with the City.

 1. Collection of Information 

When you apply for a position with the City of Converse, we may collect the following information:

  • Personal Identifiers (e.g., name, address, phone number, email)
  • Employment History and Resume Details
  • Education and Training Records
  • References and Certifications
  • Criminal History (if required for the position)
  • Work Eligibility and Identification Documents
  • Any other information submitted in the application or obtained during background checks

This information may be collected through our online application system, third-party vendors (e.g., background check services), or directly from you.

2. Use of Information 

Your information is used solely for the purpose of evaluating your qualifications for employment, conducting background checks, verifying eligibility, and communicating with you throughout the hiring process.

3. Disclosure of Information 

As a public employer, the City of Converse is subject to the Texas Public Information Act (Texas Government Code Chapter 552). This means:

  • Your application and any related documents may be subject to public disclosure upon request.
  • Certain sensitive information, such as Social Security numbers, driver’s license numbers, and criminal background check results, is exempt from public disclosure under state law and will be redacted where applicable.

The City may also disclose your information to:

  • Third-party service providers for background screening or verification purposes
  • Government agencies for employment authorization (e.g., E-Verify)
  • Law enforcement or courts if required by law or in response to subpoenas

4. Criminal Background and Drug Screening 

Depending on the position, you may be subject to:

  • A criminal background check, consistent with the City’s hiring matrix and applicable laws including CJIS requirements for public safety positions
  • A pre-employment drug test and/or physical examination only after a conditional offer of employment, in accordance with the Americans with Disabilities Act (ADA) and Texas Labor Code

5. Retention of Applicant Records 

In compliance with Texas State Library and Archives Commission guidelines and federal EEOC regulations, your application and related materials will be retained for a minimum of 2 years from the date of the hiring decision.

6. Voluntary Demographic Data 

If demographic information is collected (e.g., race, gender, veteran status), it is used only for Equal Employment Opportunity (EEO) reporting and compliance purposes. Providing this information is strictly voluntary and will not be used in the hiring decision.

7. Confidentiality and Data Security 

We take appropriate administrative, technical, and physical safeguards to protect the confidentiality and integrity of your information. However, no method of transmission or storage is completely secure, and the City does not guarantee the absolute security of your data.

8. Your Rights and Contact 

You may:

  • Request access to or correction of your application information
  • Inquire whether your records have been disclosed under the Public Information Act
  • Contact the Human Resources Department for questions or concerns about how your data is used or stored

9. Policy Updates 

This policy is subject to change without prior notice. Updates will be posted on the City’s employment application portal and will apply to future applications submitted after the effective date of the change.
