All Chicago manages the Homeless Management Information System (HMIS), a system which manages data on Chicagoans experiencing, or at risk of, homelessness and the services they receive. Our team supports more than 1000 individuals with training, helpdesk services, and running and interpreting reports. Chicago also leverages this data to drive allocation decisions, set strategy and policy, and monitor progress toward ending homelessness.

The Sr. Manager is an essential position for HMIS system effectiveness, training, user support and operational excellence. The Sr. Manager, under the supervision of the Director IS will manage the day-to-day activities of HMIS Help Desk and Operational staff whose role is to oversee and coordinate administration, operation, master data administration, data quality, HUD reporting, and user support and training across the CoC. The Sr. Manager will be responsible for supporting time sensitive support needs, offer training and oversee overall monitoring and compliance of HMIS projects. The position ensures timely and effective communications across internal and external teams and projects. The Sr. Manager is responsible for providing on-going guidance, mentorship, feedback and motivation to staff to ensure competent performance while adhering to department and HR policies and procedures.

Resource and Project Management, System Governance, Trainings and Helpdesk Management (approx.60%)

  • Manage proper implementation, administration, data and user governance, and operation of the HMIS system
  • Manage timely assessment, communication, impact analysis, and implementation of HMIS software updates
  • Manage processing and delivery of HUD required reports, including calendar and communication
  • Monitor and report on HMIS Data Quality in accordance with standards set by CoC
  • Manage configuration of HMIS workflows and project setup
  • Ensure that an effective user and data security model in in place and effectively managed
  • Oversee Helpdesk processes and staff to provide effective and responsive support to the CoC
  • Manage HMIS training content and the LMS for the CoC, and ensure all users have received proper training
  • Run and/or participate in meetings and committees relevant to the HMIS
  • Communicate information regarding the HMIS to the CoC and others
  • Manage staff to support the HMIS management and administrative requirements
  • Administer agency participation and recertification processes
  • Enforce and review HMIS Standards and Policies
  • Manage reports in HMIS reporting tool

Relationship Building (approx. 20%)

  • Collaborate with other departments to ensure data accuracy and support for programs, workflow, and reporting in the HMIS 
  • Manage operational relationship with the HMIS service provider
  • Cultivate relationships with similar functions in other CoCs
  • Work collaboratively across the CoC service providers, the City of Chicago and other government entities as needed
  • Present in public forums (local and nationally) and to relevant stakeholders
  • Acts as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission and the CoC system priorities
  • Cultivate relationships with HUD TA group(s)

Strategic Planning (approx. 15%)

  • Periodically review HUD new and updated documentation 
  • Work with management to understand the organization’s strategic plan objectives to develop and ensure that staffing, reporting, and other work is aligned with that of the organization. 
  • Demonstrates excellent stewardship of departmental and organizational resources while ensuring fiscal accountability and contract compliance.
  • Develop and train staff for growth and skills to continuously improve service and support delivery
  • Provide appropriate supervision to staff, ensuring the completion of annual professional development plans, performance reviews, ongoing monitoring (leave requests, ensure accuracy of hours worked and adherence to HR policies and procedures) and the related hiring and training for these positions.
  • Creates an annual professional development plan and actively works to meet identified benchmarks throughout the year 

Other Tasks (approx. 5%)

  • Actively participate in staff and team meetings
  • Ensures familiarity with current homeless services data management approaches, Chicago CoC work and other relevant topics through independent study, relevant workshops and conferences
  • Other duties as assigned



  • Bachelors Degree or equivalent work experience. Master’s Degree in Information Systems, Business, Social Work preferred; or, equivalent work experience in related field. 
  • Prior HMIS experience in a management capacity strongly preferred
  • Strong project management skills
  • Strong management skills with the ability to motivate, stimulate and inspire teams to maximize their efforts in productivity and quality
  • Knowledge of cloud-based systems, technical workflows, analysis and evaluation 
  • Knowledge and competency in relational database management systems and reporting systems
  • Excellent organizational and leadership skills
  • Excellent communication skills; ability to convey information in a clear and concise manner to groups with varying levels of technical expertise
  • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment
  • Proven ability to be flexible and work hard, both independently and in a team environment
  • A strong work ethic, integrity and the highest ethical standards are expected
  • This position may require out-of-state travel approximately two times a year

Work Environment

  • All Chicago's normal business hours are 9am to 5pm. We are currently working entirely remotely and will transition to a hybrid remote/in-office work setting in the future. We will consider accommodations.

Salary is $57,860-$87,570, commensurate with experience. Comprehensive benefits package (with some employee contributions) includes medical, dental, vision insurance, and disability. Employer-matched retirement plan. Generous paid leave.
