Description

Prevailance, Inc. is currently seeking a Proposal Manager/Writer to join our team in Virginia Beach, VA. As Proposal Manager/Writer, this individual will be involved in supporting and overseeing the entire bidding/proposals process from A – Z, until the contract has been awarded. In addition to formatting, drafting, and editing documents, the Proposal Manager/Writer will conduct quality control checks to ensure compliance with client guidelines, specifications, formats, and deadlines as well as assist in the design and utilization of growth efforts. You will manage a full range of corporate growth activities including business development, capture management, proposal management, and talent acquisition for Defense and other Federal customers. You will assist in leading the growth of our company by developing and ensuring timely submission of a high-quality RFP-compliant and compelling proposals that can result in a contract award/win.

Typical associated tasks include but are not limited to: 

  • Lead the development of proposals in collaboration with the Capture Manager and a team of experts in diverse areas.
  • Interact effectively, both verbally and in writing, with senior leadership and staff, which include the capture manager, program/project manager, account manager, and others throughout the development of the proposal, both Pre-RFP and Post RFP.
  • Develop a proposal strategy that results in a high quality, compliant and compelling proposal that will score high in the optimal win probability.
  • Manage and be accountable for compliance and timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements within Prevailance’ s complex business environment.
  • Lead the development of storyboards, proposal mock-ups, and multiple iterations of the proposal (across all proposal volumes including the cost volume) through a final version for submission to the Government.
  • Develop and conduct, structured and organized proposal kick-off meetings that establish the plan to develop the proposal and the responsibilities and expectations of all proposal authors/writers and contributors.
  • Conduct proposal color reviews and/or collaborate with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams.
  • Effectively communicate and lead technical experts and proposal center staff (e.g., desktop publishing, production, graphics) to achieve the objectives of the proposal effort. The position requires the ability to coach subject matter experts and other contributors in persuasive writing.
  • Effectively communicate with Prevailance leadership as required including the CEO during reviews and presentations about the proposal effort.
  • Ability to work under pressure. This is a highly collaborative position that requires ability to work under pressure and under challenging deadlines of proposals that have Prevailance CEO visibility.
  • Coach the selected team in RFP-required oral presentations to the Government customer through rehearsals and other methods to ensure the presentation meets timelines specified in the RFP.
  • For oral presentations required by the RFP, ensure compliance, develop outline and structure of presentation, and collaborate with team to establish clear, relevant messages.


Requirements
  • Demonstrated experience managing and developing complex, voluminous proposals for multi-million-dollar opportunities including all proposal volumes (technical, solution, cost, and others).
  • Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.
  • Demonstrated experience applying the rigor of formal proposal processes in the development of proposals.
  • Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.
  • Advanced Microsoft Word and Microsoft Office skills are required.  

Desired Qualifications

  • Relevant experience outside of proposal management (e.g., project management, capture management, account management) that enriches proposal management capabilities

Education 

  • Candidates must have a bachelor's degree plus five (5) years minimum related industry experience in large government contracting environments (in lieu of degree, candidates must have nine (9) years of related experience)
