Organizational Description

Detroit Employment Solutions Corporation (DESC) is a 501(c)(3) serving as the fiscal and administrative agent of the Mayor’s Workforce Development Board (MWDB), which is the local Workforce Investment Board (WIB). DESC is also the MichiganWorks! Agency for Detroit.  In concert with the Mayor’s Office of Workforce Development, DESC is the implementation and operations partner for the City’s workforce strategy.


Position Summary

Reports to the Deputy Director of Administrative Services on strategic matters, balancing financials, operations, and mission critical priorities; manages and provides safeguards for the program’s supportive service budget and processes, monitors the program’s supportive services expenditures, facilitates operational and strategic financial planning, understands organizational financial policies and procedures. Oversees in collaboration with the Deputy Director of Administrative Services, monthly spending analysis, budget management, and forecasting.   

Requirements

Key Responsibilities:

• Administer and coordinate the program’s supportive services process to meet resident needs, process, and service delivery expectation, while remaining in compliance with funding guidelines.

• Provide necessary oversight and management of the supportive services request/approval process and data tracking. 

• Monitor the program’s supportive services budgets and determine expenditure trends.

• Recommend actions by analyzing and interpreting data and making comparative analyses; study proposed changes for process improvements. 

• Reconcile existing transactions through cross-referencing incoming and outgoing data.

• Manage the supportive services budget providing forecast of monthly spending and budget to actual totals. 

• Assist with budget planning, forecasting, development, and dashboard tracking, and recommend actions for optimization. 

• Ensure preparation of monthly, quarterly, and annual budgets that are timely, accurate and useful for both internal and external audiences. These audiences include senior leadership, finance committee, board of directors, federal and state funders, and foundations. 

• Work closely with the accounting team to ensure accurate expenditure documentation, tracking and financial reporting.

• Develop systems and tools to provide critical financial and operational information to the leadership team to inform actionable recommendations. 


Education and Experience:

· The position requires an Associate Degree and two years of related experience. Bachelor’s Degree in Accounting, Business Administration, Public Administration or a related field are preferred.   

· Experience with nonprofit organizations or government agency, including financial reporting, government contracts, and audit processes.  Experience in an organization with multiple funding streams. 

· Position requires demonstrated ability to analyze financial data, interpret, explain, and apply applicable laws, rules, regulations, and policies.
