Description

Prevailance is seeking an experienced, mission-focused Joint Interface Control Officer (JICO), OR Navy Interface Control Officer (ICO), to support Strike Group Interoperability Training / Readiness (SGITR) Representative in San Diego, CA. The JICO / ICO will perform highly technical and complex Multi-Tactical Data Link and Common Operational Picture (COP) mentorship and advisement to Maritime Fleet Command Centers (FCC), Numbered Fleet JICOs, Carrier Strike Group JICO, Amphibious Ready Group JICO / ICO, and individual shipboard ICOs.


Specifically, the SGITR program provides Optimized Fleet Response Plan (OFRP) pre-deployment in port and underway training in Multi-Tactical Data Link (TDL) architecture planning and operations; Multi-Tactical Data Link Network (MTN) implementation, management and monitoring; COP / Common Tactical Picture (CTP) interface management with a focus on CSG, ARG and Independent Deployer link syndicate and link response team roles and responsibilities. SGITR program includes C2 / C4I system interoperability setup, configuration, and operation management policy and doctrine review.


Responsibilities include, but not limited to:

  • Develop and recommend TDL architectures and training with respect to Link-16, Link-11, Link-22, and Joint Range Extension Protocols (JREAP-C, JREAP-A)
  • Tailoring COP, and CTP training plans, schedules and status briefings incorporating recent CSG / ARG / ID deployment lessons learned
  • Phase in new configuration guidance and operator Tactics, Techniques and Procedures (TTP) for newly fielded technology into the TDL, COP, and CTP when required by government
  • Review CSG / ARG / ID OPTASK Links (OTLs), OPTASK Identification, OPTASK Cooperative Engagement Capability (CEC), OPTASK Air Defense and OPTASK Ballistic Missile Defense messages
  • Embark during CSG/ARG final certification events. Support Tactical Training Group Pacific (TTGP) with assessments, training, and mentoring CSGs, ARGs, and Independent Deployers in certification events
  • Support Ballistic Missile Defense (BMD) certification and sustainment events
  • Support and train the Strike Group JICO in deployment preparations
  • Support real world operations, when required, by providing administrative and technical information

The Ideal Candidate is a prior E-7, or above, with current operational experience across multiple COCOMS managing Senior Leader's Operational Exchange Requirements (IERs). Experience on multiple platforms managing the duties as Force Track Data Coordinator, Maritime Regional Interface Control Officer or Sector Interface Control Officer. Understand how to manage and configure GCCS-M and the CTP. 


Candidate should be able to brief CSG / ARG capabilities and limitations and coordinate with program offices to understand fielding plans and C4I upgrades and installs.


Candidate should be physically be able to embark multiple platforms such as Navy / Marine ships, aircraft (fixed wing and rotary), and small crafts (LCACs, RHIBS, Ocean Tugs, etc.)


May be required to travel up to 25% of the time, including support of underway missions for periods of one to three weeks, including some weekends and holidays. Occasionally, CONUS/OCONUS travel may be required.

Requirements

Must be qualified as a Joint Service JICO / Advanced JICC Operators Course (AJOC) or Navy ICO (E-7 or Above) 

  • Six (6) years’ experience in MTA planning and operations
  • Six (6) years’ experience in MTN and system support
  • Six (6) years’ experience in COP / CTP interoperability and integration
  • Six (6) years’ experience with TTP process and development, Distributed Engineer and Joint Distributed Engineering Plant (DEP / JDEP)
  • Six (6) years’ experience with ICO joint theater operations, Strike Group, or training staff operations
  • Six (6) years’ experience with TDL system configuration and operation, GCCS-M operational, TDL architecture planning, TDL system integration and interoperability, TDL monitoring, ICO, common data link management system utilization

Preferred Qualifications

  •  Minimum three (3) years experience as an JICO / AJOC / ICO within a Strike Group (CSG / ARG), Air Operations Center (AOC), or Combined Air Operations Center (CAOC) 

Required Experience  

Must have current experience (within 6-10 years) with the following C4I systems:

  • Command and Control Processor (C2P)
  • Common Data Link Management System (CDLMS)
  • AN/USQ-T46 Battle Force Tactical Training (BFTT)
  • Ship Gridlock System (SGS)
  • Link Monitoring and Management Tool (LMMT)
  • Joint Tactical Terminal
  • L3 Joint Range Extender (JRE)
  • Global Command and Control System – Maritime (GCCS-M)
  • Joint Range Extension Protocol (JREAP) A, B, C
  • Satellite Link-16 and voice communications
  • Link-16, 11
  • Well versed in both Aegis and SSDS weapon systems

Must understand how to read, write and review all TDL documentation to include:

  • OPTASK Links (OTL)
  • OPTASK Identification (ID)
  • OPTASK Cooperative Engagement Capability (CEC)
  • OPTASK Common Maritime Picture (COP)
  • OPTASK Beyond Line Of Sight (BLOS)
  • TDL Cutsheets and Sitsums for unit and theater JICOs
  • Familiar with all warfare area OPTASKs (AW,ASUW, ASW, Strike, etc)

Able to develop TDL/GCCS training plans tailored to each Carrier Strike Group or Amphibious Strike Group. 


Capable of develop a brief for an Admiral, Commodore, or Chief of Staff. Must be able to brief at the operator and technician level.


Desired

  • History assigned or deployed on a DDG, CG, LPD or CVN
  • History assigned or deployed on a BMD platform
  • Functioned as Force Track Data Coordinator (FTDC)
  • Functioned as Maritime Regional Interface Coordinator (MRICO)
  • Assigned to an Air Warfare Commander (AWC) Ship preferred
  • Deployment as an JICO/ICO/AJOC to C5F, C7F on a ship within the last 5-7 years
  • Experience with Live, Virtual, Constructive (LVC) exercises and management
  • Experience with AN/USQ-T46 Battle Force Tactical Training (BFTT) Experience as a Training Supervisor (TRASUP)

Education

An ICO must have completed the minimum training:

  • JT-101 - Introduction to Joint Multi-TDL Network (JKO-J3O-US1380)
  • JT-102 - Multi-TDL Advanced Joint Interoperability Course (MAJIC)
  • JT-201 - Multi-TDL Planners Course
  • JT-310 - CAPSTONE- Advanced JICC Operators Course (AJOC), OR Navy Interface Control Officer COI - W24A - Interface Control Officer (ICO)

A fully qualified JICO / AJOC will have all the above, as well as:

  • JT-301 - CAPSTONE- Joint Interface Control Officer Course (JICO)
  • JT-310 - CAPSTONE- Advanced JICC Operators Course (AJOC)

Security Clearance

Must be able to obtain and maintain a Top Secret / SCI clearance
