Position Summary:

  

All Chicago is seeking two new Program Managers to hold primary responsibility over the centralized pathways to housing within the centralized homeless response system (Coordinated Entry). One Program Manager will focus on the general pathway for all people experiencing homelessness; while the other will be focused on the pathway to housing for people fleeing gender based violence and/or human trafficking. 


At All Chicago, Program Managers work with Senior Program Managers to provide operational oversight of programs, serve as task supervisor to coordinator and associates, as relevant, and may also provide direct supervision to these positions. The Program Manager establishes and builds partnerships with key stakeholders, engages stakeholders in collaborative planning, formalizes frameworks for carrying out the area of work, develops marketing and education materials, identifies performance metrics to evaluate the initiative, and oversees implementation. 


Specific Responsibilities:

Program Management – 70%

  •   Provide operational oversight for launch and development of new programs, including establishing processes, workflows, connections to partners, program goals and benchmarks
  • Supervise staff and/or direct team members to ensure successful implementation of day to day program operations
  • Facilitate meetings of stakeholders and subcontracted partners, develop relevant meeting materials, set agendas, and provide minutes/key takeaways in a timely manner; 
  • Develop internal processes to ensure that information is shared internally within the program team so that barriers can be troubleshooted and refined over the project lifespan
  • Monitor data quality of subcontracted partners by providing on-going reports and addressing issues in a timely manner;
  • Complete and provide regular program reports to funders;
  • Conduct program orientations and trainings for partner agency staff; 
  • Work with data and performance team to plan and oversee annual program audits
  • In collaboration with All Chicago HMIS staff, ensure partner organizations are trained in the HMIS database; 
  • Ensure programmatic compliance by evaluating progress toward outcomes and conducting site visits, and maintaining relationships with partner agencies and other stakeholders; 
  • Convene and facilitate on-going partner meetings; 
  • Collaborate with program managers at All Chicago to carry out successful programming for the homeless response system.

Continuum of Care Implementation Structure – 20%

  • Act as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission, Emergency Fund programming and Chicago Continuum of Care system priorities.
  • Responds to and addresses the concerns of various stakeholders in a professional and timely manner, including service providers, staff, government officials, People with Lived Experience of homelessness, and other community members.
  • Actively participates in relevant internal and external meetings, as needed and assigned;
  • Staffs and/or participates in assigned CoC committees;
  • Assists in developing and leading technical assistance and trainings for various providers and stakeholders, as needed.

Administration and Other Activities – 10%

  • Lead, mentor, and supervise assigned staff and interns. Conduct supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires and twelve-month performance evaluations for all direct reports.
  • Develop and manages a high performing project team, ensuring succession plans are in place.
  • Write position descriptions and lead the hiring, and if necessary, disciplinary and other personnel actions in accord with personnel policies, for all direct reports.
  • Creates an annual professional development plan and actively works to meet identified benchmarks throughout the year.
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support.
  • Actively participates in department, committee, and staff meetings.
  • Assists with All Chicago events and other activities as assigned.
  • Other duties as assigned.
Requirements

Qualifications:

Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following:

  • Master’s or Bachelor’s degree in public policy, public administration, social work, business administration or related discipline, or equivalent degree or comparable experience.
  • A minimum of 4 years of experience in the field of social services, property management or related experience; experience with homeless services and housing programs preferred.
  • Demonstrated project management experience, or experience building programs or initiatives.
  • Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build support for strategies, and manage execution. 
  • Excellent professional writing and verbal communications skills; experience in sales or marketing a plus.
  • Demonstrated work ethic and integrity. 
  • Excellent interpersonal skills, professional presence, and ability to interact with a diverse audience.
  • Passion for inclusivity and diversity, and interest in being part of a multicultural team.
  • Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel required
  • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment.
  • Knowledge of Coordinated Entry strongly preferred

Work Environment

  • All Chicago's normal business hours are 9am to 5pm. We are currently working entirely remotely and will transition to a hybrid remote/in-office work setting in the future. We will consider accommodations.

Compensation

  • Salary is in the $53,730-76,440 range, commensurate with experience. Comprehensive benefits package (with some employee contributions) includes medical, dental, vision insurance, and disability. Employer-matched retirement plan. Generous paid leave.
