The Park Place of Bemidji Site Director is responsible for carrying out the mission of CCHC by guiding the overall operation of a supportive housing apartment building serving formerly homeless single adults often with substance use disorders. This upper level management position involves ensuring the CCHC culture of treating all people with dignity and respect is established and maintained within their community of staff and clients. This person is responsible for leading a team of employees, volunteers, and partners to carry out the property and program goals based on “Housing First” and “Harm Reduction” philosophies.
Duties and Responsibilities
- Understand “Housing First” and “Harm Reduction” philosophies and apply as needed to specific management duties.
- Hire, supervise, recruit and develop staff including employee, volunteer, and contracted positions. Actively manage staff development including coaching, mentoring, performance assessments, discipline, and timekeeping. Attend meetings and trainings appropriate to the program and ensure staff do the same. Conduct train-the-trainer sessions as needed.
- Assist in preparing and managing property’s annual budget by monitoring spending throughout the year.
- Review monthly financial reports and prepare budget variance and project narrative. Participate in property operations meetings and Site Director meetings.
- Inspect interior and exterior of buildings to monitor the appearance, cleanliness, maintenance, attractiveness, and safety of the property. Monitor building systems including security, maintenance, etc.
- Oversee tenant activities to ensure rapid turnover of vacant apartments including applicant selection process, inspections, rental payment, house rules, eviction process, and supportive services.
- Understand and correctly implement tenant selection criteria by thoroughly understanding the funding matrix and implications for residency.
- Accurately process tenant certifications in a timely manner.
- Ensure departing tenants are properly moved out and all paperwork is completed.
- Enforce lease and other government rules and regulations, including Fair Housing laws, building safety, health codes, and local ordinances.
- Develop and maintain tenant files and records for funders and compliance agencies.
- Develop methods of evaluating program outcomes; monitor and report the progress of program goals/outcomes. Provide timely reports to funders, partners and supervisor.
- Compile statistical information to complete reports for various funding sources on a routine basis including HMIS, Esnaps, APR, Hearth, HOME, and United Way, and CCHC data collection systems.
- Provide tours and engage in public outreach events as requested. Act as liaison with community service partners, funders, law enforcement, advocates, etc. Participate in Continuum of Care (COC) meetings.
- Code and submit all invoices in a timely manner (at least weekly), including billings from sub-grantees.
- Oversee and implement contracts as needed.
- Oversee the processing for GRH payments including screening, placement, and tracking.
- Participate in CCHC and funder inspections. Work with Asset Manager as needed to ensure completion of capital projects.
- Maintain vehicle(s) assigned to the program including oversight of maintenance, gas cards, and insurance.
- Respond to occasional emergencies after hours or on weekends. Fill in for staff as needed.
- Respond to tenant grievances and concerns pertaining to program activities, participants and properties. Manage difficult tenant and employee issues by de-escalating potentially volatile situations and seeking additional help, including police assistance, as needed.
This position requires a unique combination of social service skills as well as property and team management experience. A degree or equivalent experience in human services, business administration, program management, mental health or chemical dependency managerial roles, subsidized property management, or related fields is required. Supervisory experience is also required. This position requires a valid driver’s license and dependable transportation. This person must pass and maintain Minnesota Background Study clearance.
