Position Summary

This position is responsible for managing and implementing contracts and projects related to grants and initiatives of workforce partnerships and other employment initiatives in the southeast PA region. They will ensure that all goals and standards are met as outlined by the funding sources and the department’s goals and objectives. This position will be expected to manage community, government, and employer partnerships through building and maintaining strong working relationships. This position will also manage internal staff connected to all grants under their direction. 

Essential Functions

  1. Manage and monitor assigned contracts and projects with a focus on excellent partnerships, high-quality customer service, customer goal achievement, continuous improvement, and strong data practices. 
  2. Maintain up-to-date information on all assigned projects, including policies, standard operating procedures, dashboards, report cards, and other tools to ensure program quality, integrity, and compliance.
  3. Manage the contracting process for all assigned grants, including the procurement, budget, and scope negotiations, as well as oversee the monitoring of the contract for the entire term. 
  4. Provide regular reports to the director related to all projects and programs assigned. 
  5. Alongside the director, Workforce Partnerships, manage strong working relationships related to assigned projects; this will include leading stakeholder groups, meeting with community and other leaders, and maintaining contact with federal and state grant project officers. 
  6. Oversee Philadelphia Works staff, including all personnel-related functions including recruitment and selection, performance coaching and evaluation, training, staff development, motivation, communication, and building a shared vision.
  7. Build and maintain rapport and relationships with subcontracted providers and maintain frequent communication and collaboration with providers.  
  8. Collaborate with Research and Data department regarding data and information needs.
  9. Compile monthly, quarterly and annual reports as required.
  10. Attend meetings with the funder and program boards/committees as necessary. 
  11. Perform other duties as assigned.


Education/Professional Experience

Bachelor’s Degree from an accredited college or university in Public Policy, Human Services, or related field with 3 years’ experience managing provider contracts and 2 years of management experience. Workforce knowledge and experience engaging with businesses preferred. Or any combination of education and experience determined to be acceptable.
