Description

Overview: Provides various types of management and technical support to a wide range of projects supporting the NEXWDC Program Manager as one of three functional leaders. The Senior Military Analyst/Instructor - Doctrine (SMA-D) oversees contract performance in support of doctrine/tactics analysis and development and mission area effectiveness assessment and gap analysis. The SMA-D manages the Senior Doctrine Editor, Doctrine Writers, and Operations Analysts. This cadre of subject matter experts work as a collaborative team and supports the administration of the doctrine and tactics review/revision process; augments collaboration and oversight for doctrine development; recommends doctrinal solutions to capability gaps; assists ECH IV commanders with TTP development, implementation and improvement; coordinates doctrine/TTP efforts with NWDC and other WDCs; and supports war games, concept development and experimentation events.  


Place of Performance: Navy Expeditionary Warfighting Development Center (NEXWDC), Virginia Beach, VA   


Description: Provides a second management layer on-site to oversee task-focused element performance to include:

  • Lead various types of research, operational analysis, writing support and publications production to support N5 management of the NEXWDC doctrine and tactics program
  • Permitted broad discretion to allocate resources within their respective assigned cadres necessary to meet the supported NEXWDC Department’s near- and longer-term requirements
  • Establish strong, productive communication with the supported Department
  • Maximize contractor workforce responsiveness and flexibility to changing/emerging circumstances
  • Minimize risk of schedule disruptions and the need for government oversight
  • Participate in developing, standardizing, or revising Expeditionary Warfare (EXW), Construction (CON), Force Protection (FP), and Irregular Warfare (IW) doctrine and tactics; conduct periodic trend analysis of applicable Joint and Navy doctrine and tactics currency and maintain situational awareness of gapped or stagnant EXW, CON, FP and IW doctrine and tactics 


Requirements

Military/Navy Community Experience: Requires minimum of fifteen (15) years’ experience in program management, military operations, operational support, planning, coordination, training and technical analyses with O5/O6-level US military experience which includes a combination of units at the unit (battalion, squadron, ship, etc.) level; operational staff experience at the Group (brigade, afloat squadron, regiment, etc.) and/or Task Force, Joint or coalition/combined level; Command and Control Operations; and direct participation in real world operations/ deployment and relevant Fleet, USMC, Joint and/or coalition/combined operations. Additionally:

  • Knowledge of the military organization, training and operations in order to conduct complex studies, analyze problems, identify mission capability gaps, and recommend solutions to resolve capabilities gaps between Force performance requirements and capabilities
  • Background experience in Expeditionary Warfare to include one or more of the following areas: with Naval Construction, Navy Expeditionary Logistics, Explosive Ordnance Disposal, Coastal Riverine, Navy Expeditionary Intelligence, Navy and Naval Expeditionary operations, Amphibious operations, Combat Service Support, Expeditionary Mine Counter Measures (MCM) operations, and Force Protection (FP)
  • Minimum three years demonstrated knowledge in reviewing / writing joint or service-level doctrine for expeditionary and maritime operations (e.g., NWPs, NTTPs, TACMEMOs, etc.)
  • Familiarity with the Navy Warfare Library (NTTP 1-01); COMFLTFORCOM Instruction 5401.1 (series); Fleet CONOPS Writers Guide, and U.S. Government Printing Office Style Guide (series) for the production and format of draft documents
  • Excellent analytical problem-solving skills
  • Excellent oral and written communication skills


Civilian Education: Bachelor's degree is required. 


Security Clearance: Must be able to obtain and maintain a Secret security clearance.
