Position Summary
The Procurement Manager oversees all Operational Buyers in their daily activities by establishing and delivering supplier on-time delivery performance and inventory management targets while optimizing all purchasing activities and processes. In this role, the Procurement Manager will represent and be accountable for the material review board process pertaining to supplier non-conformances and will establish and report metrics. The Procurement Manager also coaches, trains, manages, appraises performance, and mentors direct reports.
Job Duties
- Manages day-to-day operations of the production procurement processes and staff.
- Contributes to daily management production meetings and takes ownership of assigned actions.
- Sets work objectives, directs, supervises, contributes, and reviews staff assignments.
- Creates, reviews, and approves documents for the procurement of all assigned supplies and services and adheres to the purchasing policy guidelines.
- Develops and reports team metrics.
- Creates, edits, and evaluates department work instructions.
- Evaluates Enterprise Resource Planning (ERP) parameters for accuracy and efficiency in order fulfillment.
- Supports the Sales and Operations Planning (S&OP) process ensuring timely reporting of supply constraints.
- Monitors and evaluates component inventories to optimize inventory turns, reduce dormant, excess and/or obsolete inventory.
- Reviews Bills of Materials for accuracy and drives systematic changes.
- Obtains Return Merchandise Authorizations (RMAs) for non-conforming materials and issuing purchase order returns for dispositioned products.
- Resolves supplier invoice discrepancies for pricing and volume inaccuracies.
- Oversees new product roll outs; ensuring all new components are set up with the required item master parameters for effective ERP functionality.
- Utilizes World Class/Lean Manufacturing techniques to drive operational results and performance measures.
- Completes administrative duties as assigned; open order report management, supplier on-time delivery reporting, performance objectives, shipping and receiving documentation, etc.
- Completes assigned engineering change notices and manages drawing revision implementation on purchase orders.
- Submits Request for Quotes (RFQ) to supplier and potential suppliers.
- Complies with all US Government Federal Acquisition Regulation (USG FAR) and (Defense Federal Acquisition Regulation (DFAR) sub-contractor procurement requirements in support of US Government Prime Contracts.
- Initiates, develops, and negotiates supplier agreements, manages contracts, and performs vendor research.
- Works cross-functionally with multiple functional departments and will partner with the Strategic Sourcing Manager to align Commodity Managers, New Product Development Buyers and Operations Buyers to ensure a seamless transition of the procurement cycle.
- Assigns direct reports to product lines and updates corresponding system assignments.
- Other duties as assigned.
Educational Requirements
A bachelor’s degree is required. A bachelor’s degree in a technical, economic, financial, or business discipline is preferred.
Experience Requirements
Six years of supply chain experience in a manufacturing environment is required; four years of which must be direct procurement experience. Previous supervisory experience is strongly preferred.

- Experience working in ERP and Supplier Portal systems
- Applied knowledge of the Science and Technology of Manufacturing Processes
- Excellent planning, organization, communication, interpersonal, and leadership skills.
- Intermediate to advanced PC skills (Excel, Word, PowerPoint)
- Ability to understand product drawings
- Analytical skills with the ability to create meaningful metrics that drive results at a high level
Tools
Intermediate Microsoft Office Suite experience, ERP systems working knowledge and Material Requirements Planning (MRP) experience required. Demand planning software experience is desired.
Certifications/Licenses
APICS or CPSM certifications preferred
Working Conditions
Typical office environment with some travel between buildings and to other locations required. May be exposed to loud noises, toxic chemicals, and dangerous machinery when on the plant floor. May be required to lift and move up to 25 lbs. unassisted.
