Philadelphia Works has a hybrid schedule; staff work 2 – 3 days in the office


Position Summary

This position is responsible for properly monitoring the performance of specific contracted vendors on a regular basis to ensure current funding and organizational programmatic compliance is being met and that overall progress is trending in the right direction and processing supportive services documentation.


Essential Functions

1. Monitor contractor programmatic performance and create reports of findings

   a. Quarterly: Large Audit (10% - 15% of files per center)

    i. Ensure quality meeting notes, program activity is meeting compliance requirements, eligibility metrics are in line among other things.

    ii. Conduct an analysis of data which may involve a quarter over quarter comparison, trends, training/technical needs assistance, etc.

   iii. Generate finalized findings report and submit to Management in a timely manner.

    b. Monthly: Strategic spot checks based on Quarterly Audit to ensure Monitoring and Compliance Plan is followed through and effective. Analysis of CWDS data trends for WIOA and TANF programming.

    c. Annual: WIOA Compliance Monitoring.

    d. CWDS review and desk/file monitoring of active project participants for follow-up with Service Provider Program Specialist and System-wide Services

2. Make recommendations based on summarized findings of the regular monitoring.

3. Assist with maintenance of shared data tracking tools for active project summaries and reporting

4. Participate in the development and periodic update and revision of programmatic monitoring tools.

5. Data validation of key performance benchmarks and measurable skills gained for active projects

6. Process incentives and support services reimbursements as needed for project participants

7. Assist with project monitoring of goals and objectives to measure System-wide Services’ performance at project completion

8. Collaborate with Program Representative, and Research & Data team on a regular basis to ensure consistent communication and follow-up.

9. Regularly monitor CWDS and other data systems for trends/gaps and communicate to the Technical Assistance Team.

10. Work closely with Program Representative staff to develop and implement training and tools to address compliance-related deficiencies.

11. Conduct regular visits to the Contractor Sites to complete programmatic monitoring.

12. Review EARN Incentive and WIOA Supportive Services documentation/invoices for accuracy, completion, and inclusion of necessary supporting documentation.

13. Communicate with vendors regarding discrepancies and additional information needed.

14. Provide feedback, technical assistance, and staff training to provider staff, as it relates to EARN Incentives and WIOA Supportive Services.

15. Prepare final invoice and a summary of findings to Philadelphia Works finance team for payment.

16. Attend project specific meetings and trainings as required

17. Perform other job-related duties as assigned.

Requirements

Education/Professional Experience

Associates degree from an accredited college or university in Business Analytics (preferred) with 1- 2 years’ experience in monitoring, auditing and/or quality assurance experience; or any combination of education and experience determined to be acceptable. No previous Workforce Experience needed.

• Ability to learn and grasp WIOA and TANF regulations

• Must be highly analytical with a willingness to deal with tedious, repetitive work

• Possess strong attention to detail and a drive for accuracy

• Possess strong organizational and problem-solving skills

• Possess excellent written, verbal, and interpersonal skills

• Proficient in Word and Excel

• Ability to communicate effectively with all levels of staff and manage relationships with vendors

• Ability to travel to various locations throughout the city

Salary Description
$45,000 - $50,000
