Project Manager

GoldenWolf is specifically seeking a Project Manager with analytical and technical expertise with advanced statistical concepts, modeling and/or quantitative analysis courses, and/or 15 or more years of cost analysis experience, and familiarity with Defense Department data sources.  Professional certification preferred.  The Project Manager will ensure that assigned projects adhere to established schedules, specifications, and budgets, and take effective measures to organize, manage, and plan complex projects for the organization and our clients.  


  • Apply general knowledge of operations at higher level staffs, including DoD, OSD, Combatant Commands, Joint Staff, DRUs, and Services HQ Staff headquarters. 
  • Apply comprehensive knowledge of DoD and other service military department to direct complex staff actions that require knowledge of military command structure, missions, roles, and organizational structures. 
  • Apply comprehensive knowledge of a broad range of qualitative and quantitative methods for assessing and improving program effectiveness and complex management processes and systems. 
  • Apply comprehensive knowledge of DoD administrative policies, regulations, precedents and planning guidelines, and processes; knowledge of DoD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments; knowledge of relationships with other Services programs impacting DHA goals and objectives. 
  • Exercise oral and written communication skills to present sensitive and sometimes controversial material and recommendations to management, higher authorities, and other government agencies. 
  • Evaluate staff actions, proposals, orders and plans, and other recommendations in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations. The incumbent must have the ability to recommend corrective action as necessary. 
  • Analyze programs and transform mission objectives into overall plans that can be implemented within the framework of federal regulations, DoD, and service regulations and procedures. 
  • Develop and deploy performance metrics. 
  • Apply proficiency with basic SQL for data manipulation and/or SAS Institute’s statistical analysis software package. 
  • Complete Lean Six Sigma training within six months of contract award and within 1 year. 
  • Information Systems and experience in Project Plan Development. Program Management Professional certification and/or equivalency in experience. Recommended 5-8 years of MHS experience in various leadership positions. 



  • Bachelor’s Degree from an accredited institution but can be waived if equivalent experience level is acceptable to the government 
  • Bachelors’ degree in healthcare administration, data science, mathematics, computer science or related field, and/or 8 years experience within MHS or government-approved resume.  
  • Excellent computer skills, Microsoft Office Suite/Microsoft 365; working knowledge of program/project management software (MS Project, Asana, Basecamp) 
  • Five (5) years of administrative healthcare experience. 
  • Proficient in Defense Medical Logistics Standard Support (DMLSS), with proven proficiency in DMLSS-Facilities Management Module (DMLSS-FM) 
  • Proficient with the following Microsoft Office Suite/Microsoft 365 programs: Word, PowerPoint, Access, Excel, SharePoint, Visio, and Outlook. One (1) year experience in software management and data retrieval. 
  • Understanding of project management 
  • Knowledgeable in AHLTA, M2, and GFEBS 
  • Knowledgeable in program management methodology and techniques 
  • Knowledgeable in performance evaluation and change management principles 
  • Excellent verbal and written communication skills 
  • Able to multi-task, prioritize, and manage time effectively 

Preferred Skills: 

  • 5+ years’ previous experience in program management, project management, administration, or related field 
  • Two (2) years experience developing and deploying facilities and clinical/operational performance metrics, or government-approved resume. 
  • Proficiency with basic SQL for data manipulation and/or SAS Institute’s statistical analysis software package. 
  • Knowledge of building systems (i.e., mechanical, electrical, etc.). 
  • Working knowledge of the DMLSS-FM Module, working knowledge of M2, knowledge and familiarity with Business Objects/Business Intelligence, CHCS Cache/AHLTA, SQL, MDR, SAS, HL7, ETL, Discern, and Health Analytics experience 
  • Knowledge of medical facility management. Facility and real property improvement process/project lifecycle, real property inventory procedures, and clinical/operational lease planning 
  • Possess an active favorable NACI. 
  • Project Management Professional certification. 
  • Familiarity with advanced statistical concepts and modeling, and/or quantitative analysis courses. 
  • Familiarity with Defense Department Data Sources 
  • Lean Six Sigma certification/training. 

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer. 
  • Must be able to lift up to 15 pounds at times. 
  • Must be able to work remotely and on-site as required by the position, client, and/or contract. 
  • May be required to travel up to 20%.
