Description

A subject matter expert (SME), working with a collaborative team, to analyze and evaluate currency, accuracy, and relevance of Expeditionary Warfare (EXW), Construction (CON), Anti-Terrorism/Force Protection (ATFP), and Irregular Warfare (IW) doctrine and tactics. Participates in and evaluates the results of experiments, tabletop and field exercises, required operational capability (ROC) drills, etc., as required to support the development and maintenance of developmental and doctrine publications. Possesses knowledge and skill in applying analytical and evaluative methods and techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of mission performance requirements across assigned mission areas; and methods of evaluating the effectiveness of planning actions, as related to actual events.


In support of and as related to Expeditionary Warfighting and Force Protection: 

  • Conduct assessments and identify operational and performance gaps as it pertains to EXW and FP Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and policy (DOTMLPF-P) spectrum
  • Conduct assessments and provide evaluation of data collected from Demonstrate, Evaluate, and Validate (DEV) events, and after action reviews from wargames, tabletop and field exercises, and experiments to support revision or validation of developmental publications
  • Assist in developing force development validation guidelines including identifying/formulating force objectives, sub-objectives, and tasks; demonstration objectives, validation criteria, critical questions, data analysis reports, data collection plans; and collaborate in the development of the demonstration/validation and transition to doctrine and DOTMLPF-P chapters for developmental publications
  • Perform front end analysis efforts for doctrinal and non-doctrinal publications slated for development
  • Provide writer assistance in continuing the analysis, providing references, providing observation, data collection and after action reviews during doctrine development
Requirements

Military/Navy Community Experience: 

Possess a minimum of ten (10) years of U.S. military or civil service operations planning and technical analysis experience; and familiarity with command and control operations, operations centers, operational planning processes, training, and/or field exercise planning.  


Additionally:

  • Knowledge of the military organization, training and operations in order to conduct complex studies, analyze problems, identify mission capability gaps, and recommend solutions to resolve capabilities gaps between Force performance requirements and capabilities.
  • Background experience in Expeditionary Warfare to include one or more of the following areas: with Naval Construction, Navy Expeditionary Logistics, Explosive Ordnance Disposal, Coastal Riverine, Navy Expeditionary Intelligence, Navy and Naval Expeditionary operations, Amphibious operations, Combat Service Support, Expeditionary Mine Counter Measures (MCM) operations, and Anti-Terrorism Force Protection (ATFP).
  • Familiarity with the Navy Warfare Library (NTTP 1-01); COMFLTFORCOM Instruction 5401.1 (series); Fleet CONOPS Writers Guide, and U.S. Government Printing Office Style Guide (series) for the production and format of draft documents.
  • Excellent analytical problem-solving skills.
  • Excellent oral and written communication skills.
  • Graphics experience desired.

Education: 

Bachelor's degree required. Education may be offset by writing ability and years of experience in the NECC Enterprise. 


Security Clearance: 

Possess the ability to obtain/maintain a Secret security clearance.
