SUMMARY:

Under the general direction of management, the Contract Analyst (CA), in this professional position is responsible for programmatic and fiscal monitoring.  The CA must demonstrate the ability to work independently of close supervision, and be able to schedule and accomplish work plans in a timely and sufficient manner.  The CA has overall responsibility for monitoring programs, analyzing results, and identifying deficiencies in contractor performance. The CA is responsible for preparing, maintaining and reconciling a variety of accounting records and reports, and assisting with internal reviews and external audits. 


DUTIES AND RESPONSIBILITIES:

  • Provide excellent customer service.
  • Assist in developing annual monitoring plans and methods for the implementation of those plans.
  • Provide backup and support to departmental functions, assisting with accounts payable activities and accounts receivable.
  • Monitor and analyze contractor’s performance and fiscal procedures to ensure compliance with contractual requirements, federal, state and local regulations, as well as internal policies.
  • Advise management of significant problems or needed policies and practices to avoid operational deficiencies.
  • Collaborate with staff throughout the system, as appropriate, in assisting with financial related inquiries or problems.  
  • Assist management in the preparation of support work papers for annual external audit, state and federal monitoring, and audits by other grantor/donor agencies.
  • Participate in the development of financial and programmatic policies, and procedures, suggesting enhancements designed to augment the operations of the department.
  • Perform on-site monitoring to assess compliance with the contract, regulations, state and federal policies, program quality, and overall effectiveness.
  • Collaborate on departmental initiatives and projects, performing special reviews and analyses, and provide detailed and accurate reports.
  • Ensure the integrity of the financial data being entered into the accounting system and that it is compliant with federal, state, and local government accounting standards.
  • Must have the ability to discern highly confidential materials and documents.
  • Attend meetings and trainings as required.
  • Other duties as assigned.

Must have excellent computer skills and knowledge of relevant software (i.e., basic HTML functions, MSOffice Suites, Internet Explorer). Must have exceptional communication skills – written and verbal. Must be able to maintain confidentiality of customer information and records according to legislated and policy requirements.  Must demonstrate ability to work with key stakeholders including: Federal, state, and community organizations, as well as political affiliates. Must be able to gather information, problem solve, plan and organize. Must be able to adapt in a fast-paced, changing environment, and have excellent customer service skills. 


EDUCATION: 

Must possess a Bachelor’s Degree in Accounting, Business, Finance, Marketing, Career Counseling, Human Services, and Public Administration or possess a minimum of five (5) years equivalent work experience in lieu of.  A Masters in Business Administration or Certified as Public Accountant license may be substituted for two years general experience.

Valid State of Michigan Driver’s License – Position requires field work.
