Candidate will be responsible for successful project execution, financial, scheduling and technical management in accordance with USACE, AFCEC and NAVFAC contract requirements, project plans and established corporate policies. Execution of work will include proposal preparation, cost estimating, schedule development and forecasting, project planning, design, field execution and project closeout. Develop new business opportunities relative to a particular client, group of clients, geographical area, or type of project.


Duties and Responsibilities (Essential Job Functions)


  • Establish project objectives, policies, procedures, and performance standards within the boundaries of job specifications, project requirements and corporate policies. Develop the project schedule, budgeting, and plans for successful project performance (positive client evaluations – CPAR)
  • Act as primary point of contact with all clients and will provide direction and planning on all communications as necessary to meet project objectives
  • In conjunction with the Pre-Construction and Proposal Teams prepare proposals and negotiate revisions if applicable, changes and additions to proposal agreements with architects, engineers, consultants, clients, suppliers and subcontractors
  • Identify, plan, organize and assist in the staffing of project positions utilizing CMS internal or external hiring policies
  • Ensure project is completed on schedule, within budget, and within established quality standards to ensure positive client evaluation
  • Manage financial aspects of projects profitably while protecting the company’s interest, and maintaining good relationship with clients, subcontractors, and vendors. Prepare and submit budget estimates, progress and cost tracking reports as required
  • Requisition vendors, supplies, materials, or equipment within approved guidelines
  • Ensure adherence to safety procedures
  • Perform other duties as assigned
Requirements

Education and Experience

  • A Bachelor’s degree in Construction Management/Engineering/Science and 2 years as CMS Assistant Project Manager or more than 7 years of similar outside project management related experience; or
  • An Associate’s degree in Construction Management/Engineering/Science and 2 or more years as a CMS Assistant Project Manager or more than 9 years of similar outside project management experience; or
  • A High School diploma and 2 years as a CMS Assistant Project Manager or more than 11 years of similar outside project management experience.

Knowledge, Skills and Abilities

  • Previous experience on DoD experience required
  • Ability to effectively develop a cohesive team working together to achieve project goals
  • Ability to professionally represent the company, verbally, in writing, and in person, to clients, team members, and all others and to expand relationships and grow the business
  • Thorough knowledge of construction or other related technology, scheduling, procedures, project contracts, plan and specification reading, financial planning and tracking and equipment are required
  • Proficient in Microsoft Office, Microsoft Project, and Primavera P6
  • Performs assignments with minimal supervision
  • Works independently

Supervisory Responsibilities

  • Works under the direction of the Director of Operations

Working Conditions

  • Light physical effort equal to frequent lifting or moving of lightweight materials 
  • Regularly required to sit or stand, bend, and reach
  • Ability to lift up to forty (40) pounds and walk a project site
  • Must have valid driver’s license, be insurable on the company insurance and able to travel as required
  • Must be able to gain access to Department of Defense (DoD) installations as required
