CMS is currently looking for a Quality Control Manager (QCM)


Candidate must have a minimum of five (5) years of combined experience as a Superintendent, QC Manager, Project Manager, Construction Manager or Project Engineer on previous projects of similar size and type construction contracts which would include the major trades that are part of this contract, and at least two (2) years of experience as a QC Manager. The Candidate must have completed the course “Construction Quality Management (CQM) for Contractors” within the past 5 years. If the QC Manager does not have this certification, they must obtain the CQM for Contractors course certification within 90 days of award. The candidate must be familiar with the requirements of EM 385-1-1 Appendix Q and herein, in the areas of hazard identification and safety compliance that include: confined space, cranes and rigging, excavation/trenching, fall protection, and electrical work. The candidate must be capable of interpreting a critical path schedule and construction drawings.  The candidate must have outstanding verbal and written communications skills and be organized to manage the quality control process and work as a team and must be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed.  


  

Duties and Responsibilities (Essential Job Functions)

  • Participate in the Post Award Kick-off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings.
  • Implement the "Three Phase of Control" plan for each DFOW and notify the Contracting Officer at least 3 business days in advance of each Preparatory and Initial Phase meeting. Submit respective checklists to the Contracting Officer the next business day.
  • Ensure that no construction begins before the DOR has finalized the design for that segment of work, and construction submittals are approved as required.
  • Inspect all work and rework, using International Conference of Building Officials certified QC specialists as applicable, to ensure its compliance with contract requirements. Maintain a rework log.
  • Immediately stop any segment of work, which does not comply with the contract requirements and direct the removal and replacement of any defective work.
  • Remove any individual from the site who fails to perform their work in a skillful, safe and workmanlike manner or whose work does not comply with the contract plans and specifications.
  • Prepare daily QC Reports.
  • Provide daily photographic documentation to support the work reported in the Daily Reports.
  • Ensure that Contractor Production Reports are prepared daily.
  • Hold  weekly QC meetings with the DQC Manager, Commissioning Authority, DOR (or representative), Superintendent and the Contracting Officer; participation must be suitable for the phase of work. Distribute minutes of these meetings.
  • Ensure that design and construction submittals are reviewed and approved, as required by the contract, prior to allowing material on site and work to proceed with these items. Maintain a submittal register.
  • Update As-built drawings daily, maintaining up-to-date set on site.
  • Maintain a testing plan and log. Ensure that all testing is performed in accordance with the contract. Review all test reports and notify the Contracting Officer of all deficiencies, along with a proposal for corrective action.
  • Maintain rework log on site, noting dates deficiency identified, and date corrected.
  • Certify and sign statement on each invoice that all work to be paid under the invoice has been completed in accordance with contract requirements
  • Perform Punch-out and participate in Pre-final and Final acceptance Inspections. Submit list of deficiencies to the Contracting Officer for each inspection. Correct all deficiencies prior to the Final inspection. Notify Contracting Officer prior to final inspection to establish a schedule date acceptable by the Contracting Officer.
  • Ensure  that all required keys, operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete, in accordance with the contract, and submitted to the Contracting Officer.
  • Assure that all applicable tests, and observations required by the contract are performed.
  • Coordinate all factory and on-site testing, Testing Laboratory personnel, QC Specialists, and any other inspection and testing personnel required by this Contract.
  • Notify the Contracting Officer of any proposed changes to the QC plan.
  • Retain a copy of approved submittals at project site, including Contractor's copy of approved samples.
  • Update the Performance Assessment Plan as described in the Section 01 31 19.05 20, Post Award Meetings and discuss monthly at a QC meeting.
  • Coordinate training of Government maintenance personnel with the preparer of the Operation & Maintenance (O&M) documentation to assure training materials and training classes are accurate and provide instruction and documentation on critical elements of the products, materials, and systems in the constructed facility. Verify that the Government's operating      personnel were trained.
  • Coordinate scheduled work with Special Inspections required by Section 01 45 35 SPECIAL INSPECTIONS, the Statement of Special Inspections and the Schedule of Special Inspections. The QC manager is responsible for coordinating the Special Inspection activities, see paragraph QUALITY CONTROL MANAGER, in Section 01 45 35 SPECIAL INSPECTIONS.
  • Supervise all Special Inspectors required by the contract documents and the IBC.
  • Verify the qualifications of all of the Special Inspectors.
  • Manages the complete submittal process including initiation, detailed review to conform compliance, submission, and distribution. 
  • Inspects materials and equipment received on-site to ensure compliance with contract requirements
  • Coordinates the tracking and storing of materials on-site
  • Oversees the entire quality control program for the project and verification of work installed.
  • Conducts daily QC inspections of field activities
  • Implements corrective action for QC deficiencies
  • Performs and documents the three-phase QC process on identified Definable Features of Work (DFOWs)
  • Implement and Manages and controls three phase QC process performed by QC Specialists, laboratory testing, or inspection personnel. This includes the initiation and  leading of Initial and Preparatory meetings including follow up with      documentation. 
  • Verifies QC testing procedures comply with contract requirements 
  • Conducts weekly and monthly coordination meetings
  • Enforces compliance with the project CQCP
  • Enforces correction of non-compliance work
  • Maintains Daily Reports, Testing Logs, and Submittal Register
  • Has the stop work authority for quality issues, including nonconformance to      CQCPs
  • Signs QC reports
  • Signs Submittals for Contractor
  • Maintains records for ON-SITE and OFF-SITE QC program operations and activities 
  • Responsible for safety onsite
  • Coordinate with Government personnel and outside agencies
  • Perform other duties as assigned
  • Review documentation to insure all required records and reports are complete, accurate and submitted per established procedures, and implement appropriate corrective action as required
  • Accompany all quality control inspectors on walk through tours. 
  • Perform other duties as assigned
  • Must be a citizen of the United States
  • Must be able to fluently and effectively speak, write, and comprehend English
  • Must be able to pass the US Navy’s required security background check. 


Requirements

  

Education and Experience:

  • A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Constructions, or Building Science.
  • Minimum of five (5) years’ experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type of construction contracts. 
  • At least two (2) years’ experience as a QC Manager. 
  • Complete the course “Construction Quality Management (CQM) for Contractors” and maintain current      certification.
  • 30-Hr OSHA Course (Must be obtained within 60 days, maximum, of the contract).
  • 40-Hr Contract Safety Awareness Course (Must be obtained within 60 days, maximum, of the contract).

  

Knowledge, Skills, and Abilities:


Contractual mandates for a person filling this position (non-negotiable):

  • Must be familiar with the DoD specifications and requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance.
  • Must be capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work. 
  • Must professionally represent the company verbally, in writing, and in person to clients, associates, and all others that may have contact with.
  • Ability to make informed decisions and take responsibility for the outcomes.  Willingness to embrace personal and professional development.
  • Ability to effectively work with a team to achieve project goals.
  • Knowledge of various construction disciplines, safety regulations, scheduling, cost control, and thorough understanding of construction documents.
  • Excellent  organization and documentation are required.
  • Strong  Communication skills (both verbally and written).
  • Thorough understanding of and ability to enforce all federal, state, local, and company regulations.
  • Must be organized, computer literate (experience with both online documentation and standard Microsoft programs). 
  • Must demonstrate and provide comprehensive, accurate, and timely documentation

Supervisor Responsibilities:

  • Reports directly to the Operations Field Manager
  • Works under the supervisor of a Project Manager
  • Will supervise/coordinate subcontractor and trade performance

Working Conditions:

  • Physical effort required for frequent lifting or moving of materials
  • Is regularly required to sit or stand, bend, reach, and drive
  • Ability to lift up to forty (50) pounds and walk a project site with potentially rough terrain.
  • Work is regularly performed in outside weather conditions and on job sites throughout CMS project locations.
  • Must have valid driver’s license, be insurable on the company insurance and able to travel as required. 
  • Must  meet the eligibility requirements for access to US Government facilities.       
  • This position does not require active security clearance.
  • Must be on-site for the duration of the project.
