Primary purpose: Support business development by creating proposal budgets and working with the proposal team to estimate project costs. Oversee the creation of proposal budgets for new projects and modifications to add funding to existing projects. Help project managers create budgets for their follow-on work or scope modifications. Develop short narrative and budget-justification documents for Rough Order of Magnitude (ROM) estimates and oversee project managers or other team members as they create such content. 


A successful candidate will: 

  • Work collaboratively with the proposal team to elicit requirements and understand the financial needs of each proposal; estimate costs and evaluate resources effectively. 
  • Write assumptions that support budget decisions to accompany the proposal. 
  • Align proposal budgets with technical and business volumes. 
  • Guide proposal payment schedules. 
  • Perform final review of all proposal budgets and ROMs before leadership review. 
  • Oversee Lantana-specific estimator tools, implement improvements, and recommend other tools.  
  • Assist the Proposal Coordinator. 
  • Check for compliance and perform other urgent proposal tasks. 
  • Develop and share best practices with team members to improve the budget-proposal process. 
  • Contribute to process-improvement initiatives and support their implementation. 
  • Monitor bids and proposal costs; prepare reports to leadership on these topics. 
  • Facilitate and lead the Post-Proposal Staffing Handoff meeting.  
Requirements

Required Qualifications: 

  • Bachelor’s degree  
  • Six (6) years’ experience in proposal budget development and federal-government contracting 
  • Flexibility to handle multiple priorities with strict deadlines and willingness to work overtime as needed to meet those deadlines 
  • Ability to solve problems and think analytically 
  • Proficiency in MS Office Suite, including Word, PowerPoint, Excel, Outlook, and SharePoint  
  • Experience eliciting requirements from experts via interview-style questioning or other ways of gathering information   
  • Experience discussing proposal approach or solutioning to drive to a practical plan for achieving anticipated work  
  • Exceptional organizational skills and attention to detail 
  • Strong verbal and written communication skills 


 Preferred Qualifications: 

  • Background in Healthcare, Health IT/Informatics, or Public Health Informatics  
  • Project Management Professional (PMP) certification 
  • Training in or experience with Shipley Proposal Processes 
  • Advanced skills in Excel

Salary Description
$100,000 - $120,000
