GoldenWolf is seeking a Program Manager to support the Defense Health Agency (DHA) by leading a team dedicated to managing and providing technical support, data management/integration, and training support for the Real Property Installed Equipment (RPIE) and the Operation and Maintenance Program Review (OMPR) programs.
Contract Duration: This is a full-time position with an initial base year and two optional extension years, beginning upon contract award, which is anticipated to be on 16 May 2024.
Role Overview: As Program Manager, you'll oversee a diverse technical team, maintain project management and quality assurance plans, and offer subject matter expertise for the RPIE/OMPR program.
Key Responsibilities:
- Manage contract administration, including major and periodic status reviews.
- Support program management for significant initiatives, including associated projects and work efforts, individual project schedules, milestones, deliverables, and related requirements.
- Provide weekly updates and monthly progress reports to DHA Team Leads and other Government representatives.
- Collaborate in working groups, committees, and project meetings to support department objectives, and conduct quality assurance site visits.
- Provide expert input on process efficiencies, procedures, and programmatic issues, and support the Government POC in policy development and establishing standard operating procedures (SOP) for DHA business practices.
- Assist in developing and implementing operational/strategic guidance by drafting and coordinating memos and formal operating instructions.
- Develop and maintain Executive and Key Performance Indicator Dashboards.
- Respond to Government data calls.
Qualifications:
- A current National Agency Check with Inquiries (NACI) Clearance or the ability to obtain one is required.
- A master’s degree from an accredited institution with a minimum of 4 years of DoD experience, or a Bachelor’s degree from an accredited institution with a minimum of 8 years of DoD experience (including at least 1 year related to principal duties and responsibilities), or a minimum of 10 years of relevant DoD experience.
- 3+ years of experience in medical facility management or a related field.
- 5+ years of Program Management experience.
- Demonstrated experience in the compilation of technical documents and the provision of comprehensive analysis on a variety of business system functionalities within a human resources context.
- A history of developing briefings and presentations for executive-level audiences.
- Proven ability to take the lead or actively participate in the creation of technical reports and procedural documents.
- Proficient in using Microsoft Office Suite programs including Word, Excel, Access, Project, and PowerPoint.
- Practical understanding and application of Microsoft Office Applications and Operating Systems.
- Familiarity and working knowledge of Enterprise DMLSS/LogiCole-FM methodologies.
- Working knowledge of complex management methodologies.
- Proficient understanding of DHA-FE Policy, Procedure, Methodologies, and Standards.
