Real Estate and GIS Specialist

The Real Estate and GIS Specialist is responsible for ensuring the efficient operation of one of NCRR’s critical business systems, Geographic Information Systems (GIS). The Real Estate and GIS Specialist contributes to cross-departmental projects, with most work performed being complex and requiring the use of independent discretion and judgment in performing assigned duties. 



  • Coordinate with GIS contractors to ensure timely delivery and maintenance of data services, database management, and application development, aligning with project goals. 
  • Spearhead and oversee a comprehensive system integration project with NCRR which includes but is not limited to non-GIS databases, such as Oracle NetSuite, ensuring seamless data cohesion.  
  • Develop various map products such as exhibits, roll maps, property maps, and special projects, ensuring each is crafted with attention to detail and user-friendliness while staying updated with the latest mapping trends for high quality and accessibility.
  • Design and conduct robust training programs to enhance employee skills and proficiency in existing and newly implemented systems.
  • Create and maintain documentation on system installation, maintenance, and operation procedures, including detailed process maps, flowcharts, and diagrams, to ensure clarity and ease of use. 
  • Evaluate, implement, and manage GIS and technology solutions to meet the organization's needs.
  • Facilitate the integration of GIS data with other organizational systems to promote interoperability. Conduct monthly coordination meetings with IT to maintain the latest technology and updates.
  • Keep current on monthly rezoning and development review process with municipalities and determine corridor impact. Present findings to the RE team.
  • Maintain the Environmental Right of Entry process, ensuring compliance, efficiency, and effectiveness.
  • Evaluate older land license agreements for compliance, updating, and processing.
  • Point of contact for real estate-related 811 tickets.
  • Coordinate and streamline the agreement archive process, aligning it with project and agreement execution.
  • Initial point of contact for incoming calls related to potential real estate questions.
  • Perform other duties as assigned.


  • Excellent communication and interpersonal skills. 
  • Excellent organizational and time management skills. 
  • Experience with ESRI products such as ArcGIS Enterprise and ArcGIS Online.
  • Proficient in Microsoft Office Suite or similar software.  
  • Proficient in NetSuite or similar ERP system experience and overall experience with cloud-based systems.
  • Strong analytical and problem-solving skills
  • Strong project management skills and ability to multitask. 


  • Bachelor’s degree in business administration, computer science, or five-plus years of experience in a system administration role. 
  • Preferred 3-5 years of experience with GIS. 
  • Preferred experience with ArcGIS, GeoCortex, Comply365, and NetSuite.
  • Geographic Information System Professional Certification (GISP) preferred, but not required.

  • This work is predominantly conducted in an office setting. 
  • May require overnight travel. 
  • May require time in the field based on future project needs. 
  • Prolonged periods of sitting at a desk and working on a computer. 
  • Must be able to lift up to 15 pounds at times.
