Deputy Security Operations Manager
Description

The Deputy Security Operations Manager serves as a back up to the Security Operations Manager.  This position has responsibility for assuring performance objectives and standards identified in the contract are met for the White Sands Test Facility (WSTF) and White Sands Complex (WSC). Responsible for assisting with overall management and direction of Protective Services (Security and Emergency Management).  Works with the Security Operations Manager and assists in the implementation of sound financial programs, ensuring that operations are conducted in a cost-effective manner.

  • Assist the Security Operations Manager with any duties assigned.
  • Provides departments with day-to-day guidance, ensuring sound financial programs and management of personnel.
  • Administers instructions to all personnel assigned to their area and assures all employees assigned are familiar with the facility and their duties.
  • Ensures all employees assigned on a shift receive and understand any new, changed, or special instructions.
  • Plans objectives, forecasts future directions and determines course of action for protective services departments.
  • Manages the staffing of posts to ensure complete coverage.
  • Will promptly notify the Security Operations Manager of any unusual, emergency, and/or significant situations/factors concerning security personnel at the site.
  • Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in   a cost-effective manner.
  • Assists in development of long- range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.
  • Serves as the primary interface with the customer regarding functional areas of responsibility.
  • Ensures compliance with federal, state, local and NASA laws and regulations, requirements, and site energy management conservation regulations, collective bargaining agreements, security, safety and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Directly or indirectly supervises protective services personnel at WSTF and WSC. 
  • Other duties as assigned.

Minimum Qualifications

Education and/or Experience

  • Bachelor’s degree in related field such as law enforcement, police science, police administration or criminology. Equivalent education/experience is acceptable.
  • Seven (7) years’ experience in security or law enforcement administration experience in the armed forces, security, police, or civilian equivalent or related field, which includes supervising and/or managing a minimum of 50 employees, including 30 armed law enforcement personnel.
  • Must fully comprehends the principles of installation security and resource protection.
  • Must be knowledgeable in the application of intrusion detection devices and electronic security systems.
  • Must be familiar with NASA security regulations and directives pertaining to security and resource protection.

Skills, Certificates, Licenses, Registrations, Clearance

  • Must be authorized to work in the U.S.
  • Possess and maintain a valid state driver’s license.
  • Must be able to pass a Secret Security Clearance background investigation.
  • Completed or be able to complete NASA Orientation Course.
  • Completed or be able to complete NPSTA Security Officer Fundamentals Certificate of Basic Courses.
  • Completed or be able to complete Hazardous Waste Operations and Emergency Response course.
  • Completed or be able to complete a Tactical Training Course as      determined by the Client.
  • Speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material.
  • Be able to meet any Federal, State, or Municipal requirements to      work as an Armed Security Officer.
  • Have no record or history of illegal drug use, sale, possession, or manufacture.
  • Have no felony convictions and no convictions that reflect on the individual’s reliability including those crimes classified under the Lautenberg Act.
  • Be able to maintain and qualify periodically on a course of fire with handgun, or other special weapons.
  • Be able to meet and maintain NASA Physical Certifications. 
  • Be able to successfully pass all required psychological examinations.
  • Be able to meet drug testing and alcohol – free workforce requirements to include random drug and/or alcohol testing.
  • Skill in operating a personal computer and standard office equipment.
  • Working knowledge of a variety of computer software applications in word processing, spreadsheets, database, (such as: MSWord, Excel, Access, PowerPoint), and Outlook
  • Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully, develops alternative solutions, works well in group problem solving situations, uses reason even when dealing with emotional topics. 
  • Writes clearly and informatively, edits work for spelling and grammar, varies writing style to meet needs, presents numerical data effectively.

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
