Westside Family Healthcare is a nonprofit organization that provides high quality primary medical care without regard to ability to pay. The Community Navigator Supervisor trains and supervises a team of Community Navigators to facilitate consumer and/or patient enrollment into health care coverage. This includes providing oversight, coordination, and management of the outreach and partner engagement activities for the purpose of facilitating enrollment in health coverage. This position works closely with the Manager of Enrollment Services to meet Navigator grant deliverables to supervise Community Navigators.

CORE RESPONSIBILITIES
- Directly supervise Community Navigators, working closely with the Manager of Enrollment Services and the Human Resources, in addition to other departments as required. Working collaboratively with the Manager of Enrollment Services you will recruit, screen, hire, orient, train, direct and monitor all community-based navigation and outreach work. This role is responsible for providing ongoing performance feedback and conducting quarterly check-ins, inspiring our navigation staff, being proactive about anticipating and solving problems, and if necessary, working closely with leadership, implementing any corrective actions and making employment termination decisions.
- Successfully complete online Navigator certification, maintain training annually thereafter, and perform duties of a Navigator for the length of the cooperative agreement, this also includes any additional training that supports the work of Community Navigators as agreed upon with the Manager of Enrollment Services.
- Coordinate with marketing or other departments to allow for accurate, timely, and actionable messages to be conveyed about coverage opportunities available. Provide training to Community Navigators and Enrollment Specialists to encourage a superior level of customer service and to continually improve level of proficiency. Ensure translated materials are made available as needed to serve Westside Family Healthcare’s population in culturally and appropriate ways.
- Maintain knowledge, expertise, and certification in eligibility, enrollment, and program specifications of the Federal Marketplace and other health coverage programs such as Medicaid, CHIP, and presumptive eligibility.
- Ensure timely elevation of consumer (patient) enrollment issues and provide updates to managers, sharing lessons learned in order to establish best practices, and proposing solutions or modifications to challenges with the marketplace application and/or online application for Medicaid and CHIP.
- Ensure the protection, data-sharing consent, and security of a consumer’s personal, confidential and identifiable information in a professional and responsible manner and carry out all measures to prevent from unauthorized disclosures.
- Continually build and track new relationships and maintain existing ones with current and future community entities that are providing services to consumers to promote health insurance coverage options.
- Work with Community Navigators to build a referral network within the WFH health centers and with community partners to help identify eligible individuals who need assistance enrolling in coverage.
- Provide data and other information necessary for CMS and other reporting requirements.
MINIMUM OBJECTIVE QUALIFICATIONS
- High school diploma or GED
- Demonstrate and maintain the standards and requirements of the Health Insurance Portability and Accountability Act (HIPAA) including knowledge of confidentiality practices for Personally Identifiable Information (PII) and Personal (also known as Protected) Health Information (PHI) standards
- Agree to comply with all conflict-of-interest protocols set forth by federal or state governments
- Valid driver’s license and reliable transportation
- Ability to lift at least 35 pounds
- Willingness to work evenings and/or weekends, as needed
- Willingness to deliver presentations at public events
- Willingness to submit to a criminal background check in accordance with state and federal requirements (past offenses appearing in background check results will not automatically exclude applicants from consideration; criminal history will be evaluated on a case-by-case basis)
