Civil Quality Control Manager (QCM)

Our scope of services includes new construction, renovations, airfields, fueling systems, and energy systems for a range of commercial and Department of Defense (DoD) clients. As a prime contractor for the DoD, we execute a full range of construction disciplines. Our in-house mechanical expertise allows us to self-perform technically challenging mechanical and fuels work.


Candidate Requirements

  • Minimum of five (5) years as a QC Manager on construction projects of $10M+
  • Experience in DoD construction and heavy civil/airfield pavement work
  • Completion of the “Construction Quality Management (CQM) for Contractors” course within the past 5 years, or willingness to obtain within 30 days of hire
  • Familiarity with EM 385-1-1 requirements and the DoD QC process, especially regarding civil works projects
  • Experience in hazard identification and jobsite safety compliance
  • Ability to interpret construction drawings and critical path schedules
  • Strong verbal and written communication skills
  • Highly organized and capable of managing the full QC process

Responsibilities

  • Manage submittal process from initiation through distribution
  • Inspect materials and equipment on-site for compliance
  • Track and manage stored materials
  • Oversee entire QC program and verify work installed meets requirements
  • Conduct daily field QC inspections
  • Implement corrective actions for QC deficiencies
  • Perform and document the three-phase QC process for Definable Features of Work (DFOWs)
  • Lead Initial and Preparatory meetings, and ensure follow-up documentation
  • Verify QC testing procedures meet contract requirements
  • Conduct weekly and monthly coordination meetings
  • Enforce compliance with the CQCP
  • Maintain project documentation including daily reports, testing logs, and submittal registers
  • Exercise stop work authority for quality issues
  • Sign off on QC reports and submittals
  • Maintain records for all QC operations on- and off-site
  • Coordinate with government personnel and external agencies
  • Review documentation for accuracy and completion
  • Accompany inspectors on site walk-throughs
  • Perform other assigned duties
Requirements

 

Education and Experience

  • Bachelor’s degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science
  • Minimum of ten (10) years in a relevant construction leadership role (e.g., Superintendent, QC Manager, Project Manager, Project Engineer)
  • At least two (2) years of experience, specifically as a QC Manager
  • CQM certification required or must be obtained upon hire 

Skills and Abilities

  • Understanding of DoD specifications, EM 385-1-1, and applicable safety protocols
  • Proficiency in Microsoft Office / Office 365 applications
  • Strong communication and documentation skills
  • Ability to interpret construction drawings, schedules, and documentation
  • Familiarity with construction disciplines, regulations, and project execution
  • Ability to manage documentation with accuracy and timeliness
  • Strong organization and leadership qualities

Supervisory Responsibilities

  • Reports directly to the Director of Quality Control 
  • Receives oversight from the Field Project Manager

Working Conditions

  • Physical effort required; includes frequent lifting/moving of materials
  • Regularly required to sit, stand, bend, reach, and drive
  • Must be able to lift up to 40 pounds and walk through project sites and rough terrain
  • Work performed in outdoor conditions
  • Must have a valid driver’s license and meet insurability requirements
  • Must be eligible for access to U.S. government facilities
  • Must be present on-site for the duration of the project
