Choisys is seeking a Senior Program Manager (PM) to support the US Army Training and Doctrine Command’s “Lifelong Learning Center (LLC) Technical Support” program in Fort Eustis, VA.
The purpose of the LLC Program is to provide lifelong learning capability at TRADOC schools primarily thru distance learning. Our technicians operate and maintain enterprise wide Learning Management Systems, currently Blackboard Learn, on .mil, .smil, and .com. We also “train the trainers” and provide unit university web portals. The LLC has four physical locations and two satellite locations throughout CONUS.
The PM will be deeply involved with a migration from local data center operations to a cloud solution such as Microsoft Azure or Amazon Web Services. The PM coordinates with Operations and functional support areas to assign resources to the various components of the Lifelong Learning Center program. Personnel assignments are confirmed with the responsible department heads. Oversees and manages cross-functional activities that support programs for the desired outcomes. The Program Manager with support from relevant departments executes the approved Service Delivery Strategy, consistent with the customer schedule of deliverables.
The Senior Program Manager is responsible for ensuring progress of service delivery and is accountable for customer satisfaction. The Senior Program Manager develops project management plans for assigned programs and communications service delivery progress through program-specific means consistent with contract deliverable requirements and corporate policy. The Program Manager monitors program performance measures (schedule, quality, cost) and customer satisfaction throughout the life of the contract.
Candidate must have good people management and administrative skills. Strong technical background in an IT Operational environment is required. Must be able to quickly and effectively analyze PWS, SOW and RFPs for technical requirements and potential solution responses. Strong experience with IT Service Management and Data Center operations preferred. Ideal candidate will have server cloud migration experience with platforms like Azure and Amazon Web Service. Contract management skills and FAR proficiency is required. Proven Project Management skills are expected. Must have demonstrated ability to build and maintain positive team relationships with a variety of customers, employees, sub-contractors, vendors and support staff. Must have demonstrated ability to be able to multi-task, work responsibly, and make appropriate timely decisions with the ability to follow through. Must have demonstrated ability to timely, appropriately, and effectively deal with employee issues and conflict to include progressive counseling.
Substantial knowledge of all ITIL V3 or V4 Process areas is desired. BS/BA in Business, Management, or an IT discipline is expected; however, significant industry experience may be substituted. MS/MA is desired. PMP certification is required within 90-days.
10 years of IT Project Management experience required; 15 years desired. Experience migrating to and/or operating in a cloud environment strongly desired. Experience managing DoD contracts required. Former military or GS civilian experience a strong plus.
Must be a US citizen. Must have or be able to obtain US Secret clearance.
