Overview: 

GoldenWolf is seeking an experienced and highly motivated Program Manager to lead our Engineering Operations team in support of the Defense Health Agency's (DHA) Facilities Enterprise (DHA-FE). The selected candidate will oversee engineering and technical support for the planning, programming, and execution of Sustainment, Restoration, and Modernization (SRM) Program. This role is crucial in ensuring the effective and efficient management of facilities within the Military Health System (MHS).


Background:  The Military Health System (MHS) has undergone significant transformations, including the establishment of the Defense Health Agency (DHA) in 2013 and the expansion of its role through the National Defense Authorization Act of 2017. These changes have centralized many functions previously managed by the Service Medical Activities (SMAs) into the DHA. In this context, the Contractor will provide technical engineering support for DHA’s SRM Program, ensuring that medical treatment facilities (MTFs) are maintained and operated efficiently.


Scope of Work: The Program Manager will lead efforts to provide engineering and technical support for cost-effective Operation and Maintenance (O&M)-funded minor construction projects, maintenance, and repair projects across MHS medical facilities. Responsibilities include developing MILCON and SRM designs, overseeing construction and activation activities, ensuring project quality assurance, and supporting energy programs and facility water quality management. The Program Manager will also coordinate the transition of DoD MTFs to DHA and ensure compliance with industry standards and codes. 

Requirements

Key Responsibilities: 

1. Program Planning and Development: 

  • Develop plans, designs, and construction documents for infrastructure-related projects. 
  • Support the prioritization and execution of SRM projects. 
  • Ensure compliance with Government-developed and industry-established standards and codes. 

2. Project Management: 

  • Oversee the development and execution of minor construction and maintenance projects. 
  • Monitor project deliverables and timelines to ensure timely completion and quality. 

 3. Technical and Engineering Support: 

  • Provide technical guidance and design support for major building systems. 
  • Conduct technical reviews of facilities infrastructure components and identify deficiencies. 
  • Validate DMLSS requirements and develop task order scopes of work. 

4. Client and Stakeholder Communication: 

  • Coordinate meetings with MTFs and manage stakeholder communications. 
  • Prepare and present progress reports to program directors, executives, and upper management. 

5. Compliance and Control: 

  • Ensure compliance with TJC, energy programs, and facility water chemistry and quality management. 
  • Conduct field reviews of construction activities and functional testing of facility systems. 

Required Qualifications: 

  • Bachelor’s Degree in Engineering or a related field. 
  • Minimum of ten (10) years’ demonstrated experience managing engineering operations. 
  • Five (5) years’ experience as a Program Manager in the engineering or construction field. 
  • Demonstrated ability to evaluate staff actions, proposals, plans, and recommendations in line with DHA’s and DoD’s strategic plans and policies. 
  • Analytical skills to translate program objectives into actionable plans within federal and DoD regulations. 

Preferred Skills: 

  • Proficient in Microsoft Office Suite and project management software. 
  • Strong understanding of engineering and technical project management methodologies. 
  • Experience with budgeting, cost management, and financial oversight. 
  • Excellent verbal and written communication skills. 
  • Knowledge of DoD and SMAs' structures, missions, and organizational roles. 
  • Familiarity with healthcare facility management, accreditation services, and maintenance management. 
  • Strong client-facing skills and internal communication abilities. 
  • Knowledge of DMLSS, NFPA codes, OSHA requirements, and facility condition inspections.
