Position Title: Program Manager – Facilities Operations Branch

GoldenWolf is seeking a highly skilled Program Manager to join our team in supporting the Defense Health Agency’s (DHA) Facilities Operations Branch (FOB) Programs. This role is essential in managing the implementation of FOB Programs, providing strategic guidance, and ensuring the efficient execution of Operation and Maintenance (O&M) funded and other maintenance projects across Military Health System (MHS) medical facilities. The role demands a proactive leader who can deliver desirable outcomes aligned with organizational and client objectives.

Background:
The Military Health System (MHS) has undergone significant transformation, leading to the establishment of the Defense Health Agency (DHA) and a Combat Support Agency (CSA) in 2013 to provide support to all Medical Treatment Facilities (MTF). In 2017, the National Defense Authorization Act expanded DHA’s role, transferring many functions from Service Medical Activities (SMAs) to DHA. This contract will support the implementation of the Facilities Operations Branch (FOB) Programs for DHA utilizing the Defense Medical Logistic Standard Support (DMLSS) platform to manage facility inventory, work requests, projects, and compliance. These capabilities will eventually migrate to the LogiCole System.
Scope of Work:
The Program Manager will support planning, programming, and executing cost-effective O&M-funded minor construction and maintenance projects across the MHS. Key activities include:
- Developing or recommending MilCon and SRM requirements, engineering, construction, and activation.
- Integrating project quality assurance, program administrative support, TJC compliance, BUILDER and Real Property services, and initial outfitting and transition activities.
- Providing technical and functional design guidance for major building systems, supporting financial and budget aspects, sustainability programs, and space management.
- Ensuring compliance with Government-developed and industry-established standards and codes.
- Supporting the continued transition of DoD MTFs to DHA by coordinating meetings, gathering data, reviewing support agreements, updating property records, and adhering to DHA DMLSS procedures.
Key Responsibilities:
1. Program Planning and Development:
- Organize programs in alignment with the organization's mission and goals.
- Develop new programs to support strategic directions.
- Create and manage long-term goals.
- Estimate and implement program budgets; set program controls and standards.
- Develop evaluation methods to assess program strengths and identify areas for improvement.
- Write program funding proposals to ensure uninterrupted service delivery.
2. Project Management:
- Develop and oversee cost-effective O&M-funded minor construction and maintenance projects.
- Ensure compliance with Government-developed and industry-established standards and codes.
- Manage day-to-day aspects of multiple projects within the program.
- Produce professional deliverables on time.
3. Team Leadership:
- Lead and mentor a diverse team with various responsibilities.
- Organize cross-project work within the program.
- Ensure goals are met in customer satisfaction, safety, quality, and team performance.
- Implement and manage changes and interventions to achieve project goals.
4. Client and Stakeholder Communication:
- Provide exceptional customer service throughout the project lifecycle.
- Maintain transparent communication with clients regarding project issues and services.
- Prepare and present progress and budget reports to program directors, executives, and upper management.
- Meet frequently with clients to facilitate communication.
5. Compliance and Control:
- Lead contact in areas such as legal, procurement, and compliance.
- Minimize incompatibilities and ensure standardization of products.
- Manage and submit program documentation.
- Solve problems and issues at all levels of the program and report them to the program director.
- Track program progress and submit monthly updates to higher management.
Required Qualifications:
- Bachelor’s Degree or a minimum of ten (10) years’ demonstrated experience managing medical facilities operations with maintenance strategy experience.
- Minimum of five (5) years demonstrated experience as a Program Manager with experience in program management, project management, or administration in a medical facilities field.
- Minimum of ten (10) years’ experience managing medical facilities operations with maintenance strategy experience.
- Demonstrated experience leading a team or teams of at least 35 people.
- Ability to evaluate staff actions, proposals, orders, and plans in relation to DHA’s and DoD’s strategic plans, regulations, policies, and operations.
- Analytical skills to translate DHA program and mission objectives into plans implementable within federal and DoD regulations and procedures.
Preferred Skills:
- Proficient in Microsoft Office Suite; knowledge of program/project management software.
- Understanding of program management methodologies, performance evaluation, and change management principles.
- Experience with budget compilation and adherence.
- Strong verbal and written communication skills.
- Ability to multi-task, prioritize, and manage time effectively.
- Knowledge of DoD and other service military department structures, missions, and roles.
- DoD Healthcare Management experience.
- Familiarity with DoD medical treatment facility (MTF) operations.
- Excellent client-facing and internal communication skills.
- Functional knowledge of the DMLSS – FM Module, NFPA codes, OSHA requirements for medical facilities, facility condition inspections, real property inventory, corrective action planning, and high-level root cause failure analysis.
