2024 Pay Range: $71,000 to $103,400

Evergreen Fire/Rescue, founded in 1948, provides around the clock emergency medical, rescue, and fire suppression services along with community risk reduction services to nearly 26,000 residents across more than 125 square miles. Led by a Fire Chief and the Board of Directors of the Evergreen Fire Protection District, EFR consists of six divisions: Administration, Emergency Medical Services (EMS), Fire Operations, Community Risk Reduction, Maintenance, and Wildland. About The Position

This exempt, full time position is responsible for developing and managing a comprehensive, effective maintenance program. Candidates must work independently and be self-motivated with proven success in a public safety organization. 


Position Summary: 

The Maintenance Manager provides motivational leadership, coordination, and direction to the Fleet and Facility Maintenance Division. The Maintenance Manager implements the strategic initiatives of the division through a comprehensive risk reduction program that identifies organizational, operational, and staffing objectives aligned with the District’s budgetary resources. The Maintenance Manager evaluates division operations and strategies to ensure operational excellence, and, to keep pace with industry standards and practices within the confines of available resources. This position ensures the fire fleet and equipment are kept in a state of operational readiness so that Fire Department vehicles present no problems or interruptions to services. This position ensures fire fleet operations and repairs are in compliance with federal, state, and local laws and regulations and policies.


Essential Functions:

The duties of this position may change based on the needs of the district and additional direction from the Fire Chief. Specific duties and responsibilities include, but are not limited to: 


Manage the Overall Operation of Vehicle, Equipment and Facilities Maintenance: 

  • Plan, coordinate, and supervise all Shop and Maintenance activities. Perform general administrative work as required, including preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, and answering the telephone. 
  • Responsible for safety program/activities applicable to the Shop and Facilities to ensure all safety program/activities are effectively implemented and carried out. Ensure that all employees in the Shop and Facilities follow established safe work practices and obey all safety rules.
  • Develop specifications and bid packages for new vehicles, shop and facilities equipment and tools, supplies and related products, and order parts and supplies as needed. 
  • Oversee the stocking and organizing of parts and supplies. 
  • Establish priorities for and schedule emergency and regular repairs and maintenance. Conduct staff meetings to exchange information and coordinate work assignments. 

Repair Fire Department and EMS Equipment

  • Inspect and maintain fire apparatus as well as light vehicles (cars and trucks, brakes, engine, and vehicle electrical systems). 
  • Repair and maintain small equipment (i.e. chainsaws, mowers, blowers, extrication equipment, and breathing air compressors). 
  • Inspect all components and systems of a fire apparatus including engine, brakes, pumps, tires, aerial device, frame, body, and electrical systems. 
  • Perform range of routine to complex mechanical, electrical, and hydraulic system diagnostics and repairs for the Fire fleet. 
  • Perform routine servicing of vehicles as scheduled and weld repairs on equipment as needed.

Supervise Fire Mechanic Shop and Maintenance and Facilities Staff: 

  • Supervise assigned staff and assign work to be completed. Plan, assign, direct, and may participate in the work of the division, to include assuring all maintenance objectives and tasks are completed accurately, timely and with quality assurance. Reviews work requests and delegates to subordinate accordingly. 
  • Review and complete time entries and approve authorized leave requests. 
  • Prepare and conduct annual employee performance evaluations. 
  • Ensure staff is engaged in professional development opportunities to improve technical or professional skills and provide mentoring and coaching opportunities to enhance staff development. 
  • Ensure Fire Department personnel follow equipment and apparatus maintenance procedures.

Perform Fire Fleet Administrative Responsibilities: 

  • Supervise and participate in the maintenance of accurate and complete vehicle maintenance records.
  • Maintain parts inventories and records on vehicles, equipment, material safety, data sheets. 

Management Responsibilities:

  • Develop general policies and recommendations for the administration of the division. 
  • Conduct studies, identify problems, recommend alternatives, and implement solutions 
  • Prepares special reports and performs special assignments as directed.
  • Preparation and management of the annual division budget. Oversee division expenditures within the budget through periodic tracking, analysis and enforcement of spending policies and procedures.
  • Annual analysis for staffing, commodities, contracts, and capital expenses.
  • Attend conferences and seminars to keep abreast of developments in the field.
  • Assure the division is compliant with local, county, state, and federal requirements for licensing / code / safety. 
  • Maintain all certifications required for the performance of the duties of the position.
  • Ensures compliance with operational standards through oversight of management systems and processes, through review of current operational efficiency, through technological improvements.
  • Plan, implement, and review short- and long-term goals and strategic plans.
  • Evaluate and approve recommendations from division team members, escalating to the Fire Chief as needed.
  • Establish and manage operational standards for the division incorporating documented policies, procedures and guidelines.

Experience and certifications required for success 

  • High school diploma or equivalent
  • 3-5 years management experience
  • Supplemental courses in drive train, power plant, brake, pump, hydraulic and suspension repair 
  • Six-years’ experience working on gasoline/diesel powered newer equipment with progressive advancement in leadership/management positions
  • Class B Commercial driver license (CDL)
  • Experience with fire apparatus hydraulics including Waterous and Hale pumps


Highly Recommended Education and Experience

  • Two years repair and diagnostic experience on fire apparatus, ambulance, medium and heavy-duty trucks 
  • Associates degree in a professional or technical field
  • ASE/EVT certifications
  • DOT Brake Inspection Certification
  • DOT Inspection Certification
  • TIG, MIG and stick weld various metals in the course of fabrication and repair


Qualifications:

Must have knowledge of:

  • Proven leadership techniques and methodologies
  • The principles, practices, methods and equipment employed in the maintenance of district assets
  • The use and application of records to regular and historical maintenance
  • Safe work practices and safety rules in a Fire Fleet Maintenance shop


Must have the ability to:

  • Prepare and analyze data to make decisions
  • Utilize excellent organizational skills, work well under pressure of deadlines and changing priorities 
  • Negotiate purchase agreements and contracts, securing services, managing activities, negotiating warranties 
  • Review operational efficiency while monitoring recent developments, improvements and technology
  • Maintain the confidentiality of district business
  • Conduct staff meetings to exchange information and coordinate work assignments
  • Ensure that all employees in the shop follow established safe work practices and obey all safety rules
  • Maintain records to ensure the proper entry of vehicle and equipment records.
  • Operate the following: hand tools, hydraulic, electric, cutting and air tools, test equipment, measuring devices, communication equipment, firefighting tools, breathing air compressor, welding equipment, light machine tools, diagnostic equipment, vehicles, fire apparatus, pumps, saws, fax, and copier

Compensation: $71,000 to $103,400
