About the Role


HOM Inc. is looking for an experienced Chief Housing Officer to take our housing programs to the next level. This is a high-impact leadership role that will oversee the development of housing programs leadership, housing operations, support strategic growth, and shape housing initiatives for HOM and its partners. As the key executive overseeing housing operations and in partnership with the President/COO, you will represent HOM in the community, advocate for program expansion, and ensure our housing programs meet the highest standards of effectiveness, compliance, and quality.

Key Leadership Responsibilities:

  • Recruit, develop, and manage a team of program directors, fostering a culture of collaboration and accountability.
  • Lead housing program operations, ensuring compliance, efficiency, and quality.
  • Lead the design, planning, and implementation of new housing programs, ensuring they meet identified needs and are scalable and sustainable.
  • Establish key performance indicators (KPIs) and metrics to assess housing program effectiveness, regularly evaluating and adjusting programs to optimize outcomes.
  • Build lasting relationships with community stakeholders, funding agencies, and contract partners to advance program objectives. 

Additional Core Responsibilities:

  • Oversee and guide the management of budgets, program expenditures, and monthly reporting in collaboration with program directors.
  • Work with program directors and teams to establish methods for evaluating program outcomes and leverage resources to inform program results.
  • Collaborate with the President & COO to budget and monitor programmatic operations to ensure sound fiscal management. 
  • Deploy resources efficiently and effectively toward organizational goals, working with teams to balance workload and activities.

Housing Program Management

  • Leads daily housing program operations through Directors, supervisors and housing programs staff to ensure program and contract compliance, effectiveness, efficiency, and quality.
  • Develops and ensures implementation of housing program policies and procedures for the management and administration activities in accordance with program rules, regulations, and contract requirements.
  • Reviews housing program regulations and makes necessary policy and procedure updates as needed. 
  • Communicates with partners, colleagues, and other stakeholders to identify and assess housing program requirements; applies this knowledge to support housing program strategy.
  • Develops, implements, and enforces key performance metrics, milestones, specifications, documentation and reporting requirements, and budgets relating to housing programs.
  • Develops and oversees cross-functional housing programs teams and workflows.
  • Communicates housing program performance to Executive Leadership through periodic status reports and presentations.
  • Ensure program compliance for agency referrals, waiting lists, housing program eligibility and admission, ongoing participation, and termination proceedings.
  • Advocacy for program participants in community.
  • Build and maintain positive relationships with funding and contract agencies regarding housing program operations.
  • Monitor customer service to ensure relationships with program participants, landlords, partners, and contracting agencies are maintained in accordance with contract obligations and CEO’s expectations.

Financial Management

  • Monitor program utilization budgets and execute programmatic processes to ensure expenditures meet utilization goals of at least 98% and report regularly to partner organizations.
  • Manage housing program departmental budgets and approve expenditures in accordance with organizational budget.
  • Review and approve monthly invoices and reports, with Housing Directors, for submission to program partners and service agencies.
  • Prudently manages company and programmatic financial resources. 

People Management

  • Recruits, interviews, hires, and trains housing program staff.
  • Evaluates performance and contributions of Directors in alignment to HOM Competency Model.
  • Provide counsel to Directors and Supervisors, as needed, for hiring and termination of program staff.
  • Review personnel concerns with Housing Directors, as needed, and coordinate with Chief Administrative Officer to provide appropriate guidance for resolution.
  • Promotes a culture that reflects the company’s values, encourages accountability and recognizes and rewards high performance.
  • Provide guidance and coaching to Directors to identify training needs for housing program performance. 
  • Promotes staff engagement with internal organizational channels of communications.

Strategic Planning

  • Participate in planning sessions as a member of the Executive Team.
  • Ensure housing program goals are in alignment with the company strategic plan.
  • Align talent, tools, and budgets with the key housing program goals and ensure cross-departmental collaboration where necessary.
  • Stay current on industry trends and best practices to continuously enhance housing programs and ensure the organization remains competitive and up to date with the latest developments in the field.
Requirements

Essential Skills

  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects
  • Ability to identify and implement best practices and continual performance measurement.
  • Demonstrated high level of skill with interpersonal relationships and communication.
  • Knowledgeable of AZ Residential Landlord & Tenant Act
  • Work closely and consistently with homeless and/or disabled population.
  • Strong sense of ownership of work processes and outcomes.
  • Excellent people skills and the proven ability to work well with a wide range of personalities.
  • Ability to manage change while working as part of a team.
  • Proficient with the financial tools required to make estimates, business forecasts, and strategic decisions.
  • Proficiency in Microsoft Office 365 applications (SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.)

Other Skills and Requirements

  • The Chief Housing Officer will have unrestricted access to sensitive information that may include PII and PHI, which requires adherence to HOM Security and Privacy Policies.
  • The Chief Housing Officer may use or disclose PII or PHI through the course of their Financial and Human Resources duties listed above. All use and disclosure is subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.’s Competency Model: Emotional Intelligence, Expertise, Ethics, and Excellence.
  • Ability to travel in and out of state for meetings and other work-related activities as needed.
  • Current Arizona Driver’s License and automobile Insurance.
  • Willingness to perform duties as needed or as assigned

Education, Training and Experience

  • Demonstrated understanding and commitment to housing first, trauma informed care principles, fair housing,  
  • Minimum of (7) seven years’ experience in a Senior Manager, Program Director, or equivalent role for assisted or affordable housing programs.
  • Certified Public Housing Manager (C-PHM) or Certified Manager of Voucher Operations (CMVO), or equivalent or ability to obtain within (1) one year of hire.
  • A bachelor’s degree in business administration, public administration, urban planning, real estate, social sciences, finance, or closely related fields is required and a master’s degree in such fields is preferred.

$132,775.24-$138,139.36 Annually
