The value you'll bring: The HR + Operations Specialist (Part-Time) will leverage a proficient knowledge of HR, payroll, and benefits administration to learn and execute existing People + Culture processes to help ensure the smooth operations of the department. Additionally, they will support the overall success of Managed Solution by providing administrative support within the Operations team. This individual will primarily work from our office and will be responsible for executing a broad range of functions. Essential duties and responsibilities include:
Payroll/HRIS
- Utilizes Paylocity to prepare multi-state payroll in accordance with the requirements of Managed Solution policies and applicable regulations, to include bi-weekly payrolls, commission/bonus checks, and off-cycle manual checks, such as final checks. Submits payroll related reports for review and processing to payroll committee in accordance with payroll deadlines.
- Reviews employee timesheets to ensure all correction requests/time off entries are processed and identify timesheets that may require further attention from the employee or supervisor.
- Responds accurately to verifications of employment upon request, in accordance with Company policies and procedures.
- May assist in preparing and mailing checks related to income withholding orders.
- Administers the Company’s HR Information System (Paylocity), including employee digital file management and processing employee record changes, ensuring accuracy of all entries/transactions.
- Provides employee end-user support regarding accounts and system utilization.
Benefits
- Assists with administration of Open Enrollment, qualifying life event, and new-hire related benefits tasks, including distribution of information/required notices, coordination of benefits overview meetings, communication of benefits information, entry of payroll deduction updates to the HRIS, and performance of all related activities to ensure accurate and timely management of Managed Solution’s benefits portfolio.
- Effectively processes employee benefit elections and changes via Ease online enrollment tool. Ensures accurate communication of employee elections and changes to carriers in accordance with employee eligibility and elections.
- Ensures timely notifications related to COBRA rights by processing qualifying beneficiary information via the third-party administrator’s website.
Recruiting, Onboarding/Off-boarding
- May coordinate and facilitate remote and in-person new-hire/rehire onboardings to ensure team members are set-up for success and required documentation is completed/filed.
- Assists in executing an effective offboarding process for separating employees, to include benefits transition, COBRA notification, exit interview, and final check processing.
Compliance & Administration
- Tracks and documents compliance with required training, including security, HIPAA, and anti-harassment programs.
- Maintains compliance with applicable company policies and federal, state, and local employment laws and regulations, ensuring adherence to recommended best practices
- May assist in coordinating and submitting accurate records for EEO, California Pay Data, and other required reporting and documentation requirements.
Culture
- Assists in supporting employee engagement initiatives as necessary, which may include facilitating and/or coordinating culture events.

Operations + Administrative Duties
- Performs office administration tasks, such as mail collection; inventorying/ordering of office supplies; etc.
- May assist with contract management (PandaDocs) – updating language, management of document storage, facilitating the execution of contracts (e.g., following up with client points of contact).
- Assists with shipping/receiving activities as well as delivery of materials, as needed, to carrier sites: Fedex/UPS/USPS
- May assist with billing support or processes, such as contract detail entry, reporting, data entry, quality assurance, etc.
- May provide executive support to COO across a broad range of administrative functions, as needed.
- May provide administrative assistance to the Accounting/Finance department, as needed.
Other
- Maintains a flexible approach to manage changing requirements as needs arise.

Education and Work Experience Requirements:
- 3+ years of HR work at the Specialist level (or higher) is required; experience supporting payroll processing, benefits administration, and HRIS management highly desired.
- Multi-state employment experience highly desired; strong proficiency in California employment laws and regulations required.
- SHRM/HRCI or other formal training/certification is desirable, but not required.
- Demonstrated ability to quickly learn and implement processes and procedures in accordance with Company standards.
- Demonstrated ability to strategically manage time, resources, and efforts to meet performance expectations.
- Excellent verbal and written English communication skills, including ability to effectively communicate across levels of the organization and with diverse populations.
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
Technical Skills/Competencies:
- Strong proficiency in Microsoft business applications required, including Office365, Outlook, Excel, Word, SharePoint, Teams.
- Proficiency in HRIS administration and payroll processing systems highly desired; some experience required. (Paylocity experience highly preferred)
- Prior administration experience for online benefits elections tools preferred. (Ease experience highly preferred)
- Demonstrated ability to learn and utilize new technologies to execute tasks, including the ability to train others regarding system use.
Shift + Availability: Monday through Friday, hours to be agreed upon based on Company needs.
Work Location/Remote Status: To support the needs of the business, this position will primarily work from our Company headquarters, located in San Diego, CA. Very occasionally, remote work or other flexible arrangements may be approved.
Other Requirements: This position generally requires possession of a California drivers' license, acceptable driving history, and access to reliable personal transportation, as the role will require occasional on-the-job driving. Compensation & Benefits*
Base Wage Range: $31.25 to $38.00 per hour
